NIASHPEE FINANCE COMMITTEE <br /> MINUTES <br /> THURSDAY, FEBRUARY 27, 2993 <br /> Present: Chairman Carlton Meredith <br /> Dean Arden,Jeffrey Arnold, Frederick Blythe, Theresa Cook, <br /> Kathleen Lynch, James Morgan <br /> CALL TO ORDER <br /> The meeting was called to order at 7:00 pm at Mashpee Town Hall, meeting room no. 1 <br /> ADNB ISTRATION/ANNOUNCEMENTS <br /> Chairman acknowledged numerous guests attending. Town Administrator, Joyce Mason, <br /> advised that the pending police union contract negotiations had been concluded. <br /> Chairman reported to the committee the local aid funding distribution values authorized <br /> by the governor on February 26. Ms. Mason stated that a revised analysis of available <br /> revenues for FY04 based on the revision would be available on Monday, March 3. She <br /> further stated that these new figures would decrease the predicted FY04 budget deficit. <br /> In deference to department heads present, chairman asked unanimous consent that <br /> approval of the minutes of previous meetings be delayed until after each had an <br /> opportunity to speak. There were no objections. <br /> NEW BUSINESS <br /> Fire Chief George Baker reviewed his plans to meet the reductions in the Fire <br /> Department funding proposed by the Town Administrator. He outlined the need to assure <br /> stability in the ambulance receipts accounts and has instituted 3-year "look forward" <br /> plan. He recommended a sizable increase in the reserve fund, anticipating a need for <br /> supplemental funding in the coming year. He presented a staffing plan to add two <br /> additional firefighters at the entry-level, which he declared would decrease overtime and <br /> recall wages substantially. No committee action was taken. <br /> Public Works Department Head Gregory Taylor voiced his concern with reductions from <br /> his funding department's request and also the cuts in solid waste removal contracts. He <br /> proposed a substantial increase in Transfer Station usage stickers. He was question by <br /> committee members on the funding request for cemetery maintenance. He stated that the <br /> funding would be adequate to maintain bothcemeteries. No committee action was taken. <br /> Data Processing Specialist Steve Buss expressed his concern with the reductions in <br /> funding for his department, outlining anticipated decreases in services to the various town <br /> departments. The committee is aware of the 7% increase in funding which will be <br /> provided over the FY03 level. No committee action was taken. <br /> Veronica Warden,Human Services Committee member,expressed concern that the <br /> Human Services department may be abolished.
