t <br /> 11 ASHEEE FINANCE MMITT <br /> MINUTES <br /> TUESDAY,NOVEMBER 17,2003 <br /> Present: Chairman, Carlton Meredith <br /> Scott Wellington,Dean Arden, Gerald limina, Jiro Turner, Kathleen Lynch <br /> Absent: Frederick Blythe <br /> CALL TO ORDER. <br /> Chairman Meredith called a meeting of the Finance Committee to order at 7:00 pm at Mashpee Town Flail, <br /> Conference Room 2. <br /> ANNOUNCEM[ENTS: <br /> a Diane Rommelmeyer will be retiring in December. <br /> • Holiday party for Town employees will be held at the Ciena restaurant on December 11. Cost is$26.00 <br /> i <br /> per person. Please RSVP by November l I to Carol Dineen at Ext. 5 10. <br /> OLD USINESS: <br /> Budget Liaison Process <br /> Need to discuss how to approach this year. Dean Arden suggested speaking with 5-6 of the larger <br /> Town departments regarding budget requirements by inviting therm to a budget discussion meeting. <br /> �- Each liaison will review each assigned department budget and give recommendations. Carl <br /> Meredith suggested holding hearings for larger departments on a monthly basis after the Finance <br /> Committee has had a chance to review budget package. Departments would include: Fire,Police, <br /> DPW, School,and Selectman. Individual liaisons will study respective budgets and speak with <br /> Department heads. Will coordinate meetings to be held to January,February and March. <br /> So as not to disrupt departments,the Town Administrator requests that we notify thein with any data <br /> needed to make an assessment of budgetary needs. <br /> Kathy Lynch feels this year will be difficult because heir will most likely be job cuts within the <br /> Town because of$]A M shortfall in Mate funding. <br /> Kathy Lynch would like to get numbers from Joyce Mason on on budget projections before Joyce <br /> completes the budget.By reviewing the projections,Finance Commission can make <br /> recommendations on whether to use stabilization fund to save jobs and fund the budget. <br /> .Kathy will get information from Town Administrator. <br /> • <br /> If the new charter passes, it has a requirement for the Finance Cottee to provide a 3-year financial <br /> report to accompany all warrants. ,dean Arden has three examples of reports from other Towns. <br /> Finance Committee will review reports. <br /> — Jim Turner was elected to Chair this committee and coordinate these efforts. The subcommittee will <br /> consist of Scott wellington and Dean Arden. <br /> Kathy Lynch reminded the Committee that the Finance Committee needs to be aware of all cuts <br /> proposed. <br /> — Kathy Lynch suggested reviewing all Town Meeting articles with financial items prior to the Town <br /> Meeting. Carl Meredith has agreed to review. <br /> — The Finance Committee will prepare a consolidated Finance Committee report for the May Town <br /> Meeting. <br /> Dean Arden made a motion to approve. Motion seconded by Kathy Lynch, <br /> Unanimous approval. <br />
