f <br /> MASHPEE DANCE COMNU T <br /> MINUTES <br /> TUESDAY, SEPTEMBER 14, 2004 <br /> Present: Chairman Gerald Umina <br /> Chris Avis, Desire Hendricks-Moreno, Leonard Long, Mary McDonough; <br /> Ken Patrick <br /> Guests Sheldon Gilbert, Chair, Library Building Committee, Bonnie Barrett, Vice Chair, <br /> Library Building Committee, David Burton, Chairman, Library Trustees, Anne <br /> MacDonald Daley, Library Trustee <br /> CALL TO ORDER <br /> Chairman Umina called a meeting of the Finance Committee to order at 7:03 pm at M shpee Town <br /> Mall, Selectmen's Meeting Room. <br /> NEW BUSINESS <br /> New Library Project <br /> --- Mr. Sheldon Gilbert of the Library Building Committee outlined the details of the library <br /> building project. He described the Committee's work with the Board of Selectmen and . <br /> Mashpee Commons Limited Partnership (MCLP). W. Sheldon also detai.ted the two separate <br /> options of town and fundraising support versus state grant-augmented funding. <br /> -� Chairman Umina questioned Mr. Gilbert on the tax impact as stated in the warrant article. W. <br /> Gilbert explained that the library debt would replace old debt, providing no other debt is <br /> incurred, thus virtually negating tax impact. <br /> -- Chairman Urnina asked how the project would be affected should 'District of Critical Planning <br /> Concern(DCPQ be put in place. Mr. Gilbert answered that the possibility had been <br /> considered and options'are being explored. <br /> Chairman Umina asked why the current library is to be demolished, rather than utilized. Mr. <br /> Gilbert and Mr-. Burton explained that due to the tremendous costs that would be involved in <br /> updating the building, among other factors,.the option was ndt realistic. <br /> — Mr. Avis and Ms. Hendricks-Moreno questioned the extent of control 1CLP retains over the <br /> library building project. Mr. Gilbert indicated the control-is part of a guided growth plan for <br /> the Co noon , and confirmed that the library interior is completely under town control. <br /> -- M . Hendricks-Moreno and Mr. Patrick questioned construction costs and deadlines for <br /> funding this project. A&. Gilbert confirmed construction costs at.$4.1 rnillion, and outlined his <br /> ideal for excess funds going towards a library endowment. <br /> — W. Long pointed out that the article is written to direct excess funds back to town, and as such <br /> would not allow for an endowment fund to be established. Mr. Gilbert confirmed the concern <br /> will be addressed and investigated. <br /> — Mr. Patrick asked for clarification on the differences in building size and construction changes <br /> between the grant-funded project and the town-funded project. Library representatives <br /> indicated a grant decision would be known by start of construction. <br /> — Mr. Patrick queried whether comparative data from other town libraries is.available, and how <br /> this project rates in comparison. fi x-. Gilbert stated the project is almost on par With other <br /> library projects based upon population data. <br /> — Mr. Avis asked whether expansion possibilities for the future had been considered. All of the <br /> library representatives confirmed this would be reflected in the final plan. <br /> — Mr. Long and Mir-. Patrick questioned the choice of debt exclusion as the funding source for the <br /> project. Mr. Gilbert indicated this was the method preferred by tows. officials. <br />
