f <br /> IAS E FINANCE CONU�RTTEE_ <br /> NUNUTES <br /> MO"AY9 ALkY 29 2005 <br /> Present: Gerald Umina, Chainna <br /> Cis Avis, Chuck ottridge, Desire Hendricks-Moreno, Bob Hutchinson, Leonard <br /> Long, Iden Patric <br /> Guests: Judie Hunter, Finance Director <br /> Joyce Mason, Town Manager <br /> CALL To ORDER <br /> The Finance Committee convened at 630 p.m. at the Quashnet School, Teachers Lounge. <br /> OLD BUSINESS <br /> But Review <br /> • Town Manager Joyce Mason asked the Committee if they had any questions.on the warrant <br /> articles. The Committee did riot,- Ms. Mason excused herself to meet with the Selectmen. <br /> • Mr. Dottridge noted Articles 23 —28 had not yet been discussed by Committee. Chairman <br /> Umina responded that Articles 23 and 24 are road takings to be funded by betterments. Vis. <br /> Hunter stated that Articles 25, 26 and 27 will be indefinitely postponed at Town Meeting. <br /> Ms. Hunter also stated Article 2 will be indefinitely postponed i order to assemble team <br /> of volunteers t d fieldwork. <br /> ■ �&. Hutchinson asked about the current status of part-time positions. Ms. Hunter <br /> responded that all departments were told no part-time positions would be fan e , but each <br /> department has the right to petition requests at Town Meeting. <br /> ■ Committee agreed that Chairman Umina will state."not recommended" for Articles 25 and <br /> 26 at Town Meeting. <br /> ■ Mr. Avis suggested that if Articles 27 and 28 are not indefinitely postponed,the Committee <br /> should not recommend funding as the money will come from general funds. The <br /> Committee reached a consensus in agreement. <br /> Police DMartment.Bud ct <br /> M Chairman Umina noted any Police Department issues discussed at Town Meeting will need <br /> a stand-in for Chairman, as he abstains from any relevant discussion as a memb-er-of the - -- <br /> police force. fir. Avis agreed to speak in this instance. <br /> a Mr. Long reviewed Chief Colfins' memo detailing his request for building repair funds. He <br /> questioned from where the finds would be taken if$90,000 is approved at Town Meeting <br /> and Hien not found entirely in department's salary account. Chairman Umina.noted the <br /> Selectmen will have a better idea what final request will be and may read the Article as <br /> such at Town Meeting. <br /> Ms. Hunter confirmed the money could come from free cash; and in fact could be <br /> appropriated r riated from any account, Mr. Avis noted the Article states the funds will cone from <br /> the salary account, and if approved,this transfer would be committed as approved. <br /> ■ Mr. Long g g hi hli hied Chief Collins memo stating that there will not be sufficient funds in <br /> salary account.
