je <br /> NMS PEE FINANCE COMMITTEE <br /> MINUTES <br /> WEDNESDAY,FEBRUARY 22,-2006 <br /> Present: Alison ressi� Chuck Gasior, Bob Hutchinson, Ken Patrick <br /> Guest: Joyce Mason, Town Manager <br /> Chief Collins, Mashp a Police Chief, <br /> Chief Baker, Mashpee Fire Chief <br /> CALL TO ORDER <br /> meeting of the Finance Committee was called to order at 7:1 p.m. at Mashpee Town Hall, Meeting <br /> Room 3. <br /> NEW BUSINESS <br /> Fire Department Request for Transfer <br /> ■ Chief Baker discussed his request for transfer of funds. He detailed a projected shortfall of <br /> $150,000, noting that Aportion.will be covered by FEMA reimbursement. He indicated <br /> part of the amount results from overtime needed for an injury leave and pending disability <br /> retirement. He noted insurance will also provide partial reimbursement. y- <br /> ■ <br /> Mr. Patrick asked for information on the duration of service in the connected injury. Mr. <br /> Hutchinson and lis. Bressi asked for further details, including duration. The Chief <br /> provided details on the procedures in a disability retirement process. <br /> ■ Chief Baker confirmed the transfer is for a stop gap amount of$40,000. He indicated he is <br /> working with town counsel and manager to reduce staffing levels. <br /> ■ <br /> Ms. Mason noted that even if the disability issue was not on the bo cuts have led to <br /> budget shortfall. - - <br /> ■ Mr. Gasior and Mr. Hutchinson reviewed the procedure on getting funds fro"M the Finance <br /> Committee Reserve Account. <br /> ■ Mr. Ga for made a motion to approve the request as presented; Mr. Mitchinson seconded. <br /> Motion passed. <br /> OLD BUSINESS <br /> Police Department Budget <br /> ■ Chief Collins stated the dpartment consists of 36 officers, 5 of which are detectives. Mr. <br /> Gasior asked for whether the to xin created all positions; Ms. Mason confirm d all positions <br /> were created via town meeting. Chief Collins reaffirmed that the lieutenant positions wr <br /> create by ton meeting 4 years ago. <br /> 0 Mr. Patrick reviewed the span of control of the department. Ifs. Mason asked Mr. Patrick <br /> r <br /> if he had reviewed the organization structure with the Chief. Mr. Patrick stated he felt this <br /> was not the issue. Mr. Gasior pointed out that the Chief manages 36+ individuals on the <br /> farce. <br /> 0 Mr. Hutchins reiterated that the Polio and Fire Departments o-crate differently than other <br /> 'P'W <br /> town departments. He asked if lieutenants occasionally work at night, and for the specifics <br /> of on call vehicles vs. personal use vehicles. He observed that as costs are going to <br /> increase, including health insurance, the Committee has a responsibility to manage fiscal <br /> issues and collective bargaining. He indicated he would pursue a cut in the budget. <br /> ■ Mr. Gasior reviewed his previous experience with Police Department staffing issues, noting <br /> the Deputy Chief position has probably existed for some time.
