V. New Business:
Police and Fire [inions re: Insurance: Bob Hutchinson stated the Town provides
health insurance For all employees, 75%percent. Police Officers and Firefighters are
entitled to Chapter l 11 F, which basically states that they get 72%percent of their pay For
the remainder of their lives, which essentially becomes 100%percent due to tax
exclusions. Further, they continue with their health insurance. In addition, the Town
carries a policy, which covers up to Fifty Thousand($50,000.00) Dollars and 00/100 for
additional medical benefits for Police Officers and Firefighters, which is a supplemental
insurance. Bob Further stated that they are looking for a statute to be accepted, which
exists in the General Laws, accepted by some Towns, rejected by others, that basically
states that any medical bill incurred by a Firefighter out on disability retirement From that
injury will be paid for 100%percent For the rest of their clays. In real terms, it is an
expanded benefit and it is not known how much it will cost. They have asked the
Manager to look into amendments to this policy. Joyce Mason discussed this matter
f tther, and stated that she will present to the Committee, and the Board of Selectmen,
complete package. She had received proposals for higher limits, larger deductibles, etc.
Bob questioned if there were additional costs involved in this process, and Joyce stated
that there was. Bob strongly suggested that this was, m fact, ars attempt to acid an
additional benefit, and expressed concern about the cost. Bob asked hew they can
continue to maintain an excellent program for the Town employees if they continue to
add benefits to any special interest group(s). Chris Avis and Joyce Masan discussed the
policy limits on these plans.
Chris suggested that the plan currently in plane may be better than what the Police
Officers and Firefighters are proposing. Bill Johnson asked if there is a duplication of
both plans. Joyce Mason could not provide ars answer without further review of both
plans. Joyce Mason did conf mn to Bill that the Police Officers/Firefighters want 66both51)
plans in place. Bob Hutchinson noted that this policy costs Fifty Two Thousand
($52,000.00) Dollars and 00100 per year.
Town Side Budget Recommendations:Chris Arris suggested discussion of this topic at
a later elate.
There was discussion amongst Chuck Gasior, Chris Avis, and Joke Mason regarding
their deadline. Chuck stated there is a need to begin working on what they plan on
presenting at Town Meeting as soon as possible, with perhaps a sub-committee. Town
Meeting is in early May. A deadline was determined to be on April 6,2007,thirty
days 3 prior to Town Meeting of May 7,2007(April 7"' is a Saturday).
V1, FinCow,Liaison UiDdates Outside of'07 Budget:
Website Update: Sandra Lindsey stated that she had net with Bruce Stello on the web
site and e-mails, and had worked some of the hugs out.
