Bob <br /> Hutchinson requested validation on the requirement of 16 firefighters,and Chief Baler <br /> responded it was validated through studies. On a"call"there are four firefighters on an <br /> engine (may include a Captain). Captains are foremen,or shift commanders. A Lieutenant i <br /> a crew chief. Police Department responds regularly along with the fire department. <br /> Volunteer Firefighters: fail firefighters receive compensation when they are ca�led,are <br /> trained by the Fire Department and sent to EMT school. Chief Baker expressed concerns <br /> about Call Firefighters getting'Ju�red and becoming a liability, and is not sure if an in tired <br /> firefighter would be eligible for retirement benefits, Chris Avis inquired if here is a law that <br /> states these firefighters receive free buining, and Chief Baker responded that a person must <br /> be an employee of the'gown More they receive �(must be indemnified). <br /> Budget: Chief haler is working with Joyce Mason regarding substation staffing needs. <br /> Chief Baker explained Articles , 7, 8, and 9. Joyce Mason stated that not all of these <br /> Articles will remain on the Tarrant. Station is nearing completion, and the Finance <br /> Committee has been invited to contact hien if they would like a walk through. <br /> FY08 Unex Joyce Mason coed that they officially closed out the year <br /> n Friday.,August 22,2008. 'Dere was a turn back on health benefits and a savings on <br /> Adoption 18. Major departments are getting tighter. <br /> Statin of 4:&Xworkweek&energv conservation initiative. A citizen survey is completed, <br /> and wiIl be posted. There will be an update in September from the energy subcommittee. <br /> 'fon is working diligently to save money. Status of green systems is okay. Cape Light <br /> Compact is doing an enemy audit of the 'down's buildings,and money has been appropriated, <br /> School De ent Procedures Audit, Patricia Lugo addressed the Committee. Bill Johnson <br /> had thought the audit would be useful to the School and give them a level of comfort. Ms. <br /> Lugo attended a procurement seminar in June, along with two other employees. One letter <br /> i <br /> inquired if the School Department had followed Chapter 30B procurement laws. One of the <br /> 30B bids was found, 'There were a few IT purchases,which were considered sole soume <br /> procurements. Record keeping needs to improve, and will improve. Policies and procedures <br /> need to be updated, The School put together a Mashpee Policies and Procedures Manual and <br /> expects completion in about a week. Oskar Klenert asked if school has a compliance official <br /> or officer. Ms. Lugo sited that nobody has a title,but those licensed certified by the <br /> DOE should be knowledgeable, Bill Johnson inquired about the budget recommendation. <br /> 1&. Klenert inquired whether purchasing of supplies is done by Town Manager, Purchasing <br /> is done at school levels. Purchases above Twenty Five Thousand Dollars($25,000.00)and <br /> 00/100 for the School must go out to bid. Under$25,000.00 it is within School's realm. <br /> Joyce Mason stated anything over Five Thousand Dollars $ oo,00 and 00/100 must have <br /> three quotes.
