The Committee reviewed each of the <br /> articles with the following recommendations: <br /> Articles 1, 2, 1 the committee unanimously approved recommendation by a vote of -o. <br /> Article : this article was withdrawn for consideration by the Library Board of Trustees <br /> Article b: It was roved, seconded'and approved by a vote of -o to postpone recommendation. <br /> Article : the committee approved recommendation by a vote of 5-0 with one abstention (Theresa <br /> Cool , EDIC Board Clergy <br /> Article : the commiftee unanimously approved recommendation by a Grote of -o. <br /> Mark Darvini rade a motion that the committee combine articles 8 through 11 for consideration of <br /> approval. Oskar Klenert seconded the motion. The motion was unanimously approved by 6-0. <br /> Articles 8 through 11: the committee unanimously approved recommendation for approval by a vote <br /> of 6-0. <br /> Artiole12: the coimmittee approved recommendation for approval by a vote of -o, With orae <br /> abstention (Christopher Avis) . <br /> Article 13: the committee approved recommendation for approval by a vote of 4-0 with two <br /> o <br /> abstentions (George Schmidt, Oskar Klen rt <br /> Theresa Cook made a motion that the Committee combine Articles 14 through 19 for consideration <br /> of approval. The motion was unanimously approved. <br /> Articles 14 through 19: the committee approved recommendation for approval by a vote of -o. <br /> Historical Review of Everts Leading up to issue of$336,000 Return.to school C rr miftee <br /> George Schmidt gave a synopsis of the events leading up to the issue'of whether or not the-Town <br /> should return the $336,000 school Committee budget surplus forwarded to the Town at the end of <br /> school year 2012. At the March 22, 2012 Finance Committee meeting, school Committee member <br /> Jose Franco agreed that the school Committee would return its budget surplus to the town, <br /> discontinue its budget practice of prepay, and going forward, would present its budget-to the Town <br /> using the MUNIS system. In exchange for these on essions,'the Finance Committee agreed to <br /> support ars article at October Town Meeting than would return leftover money back to the schools.. <br /> George Schmidt stated that the school Committee had fulfilled its requirements,of the.agreement <br /> with the Finance Committee, but had failed to write its own n vwr rrant article for the October Town <br /> Meeting requesting the return of the $336,000 before the July 2012 deadline. The School <br /> Committee is now asking that the Board of Selectmen include.a warrant article for the October <br /> Tdwn Meeting, requesting the return of the funds to the school Committee. <br /> Town Manager Joyce Mason stated that the Selectmen have not been given enough information <br /> and have received insufficient answers from Superintendent Ann Bradshaw and Mr. Franco to a <br /> series of questions given therm about the school budget-needs. -Ms. Mason stated further that she <br /> personally was never supportive of the agreement made between Mr. Franco and the Finance <br /> Committee. <br /> e. <br /> 2 <br />
