MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> APRIL 11, 2018 <br /> Mike Mendoza, Building Commissioner indicated that Charlie Rowley's questions either <br /> for the current or the proposed construction will go through him. <br /> Mr. Kirrane mentioned that the egress and access point will be moved further down <br /> Bowdoin Road,which will help deal with congestion and vehicle backup that occasionally <br /> takes place at the corner. <br /> Associate Member, Sharon Sangeleer read the Board of Health comments into the record. <br /> Scott Goldstein read the Conservation and Inspection Department Comments into the <br /> record. <br /> Mr. Tracy Pratt with 23-10 Bowdoin Road an abutter adjacent to Bosun's Marine and had <br /> a question regarding the drainage on the Southwest corner of the property. He wanted to <br /> bring this issue up to the Board. <br /> Raul Lizardi-Rivera explained to the Board that page two of the site plan shows the existing <br /> and proposed drainage. He said currently there is no drainage, just a catch basin in the <br /> pavement and it's for processing wash water. The new parking lot will have two new catch <br /> basins for the new pavement, and the roof which will collect the runoff with the new <br /> drainage system. <br /> Mr. Tim Leedham, the property owner approached the Board and said he did not address <br /> the abutter's concerns regarding runoff because he was not aware of this situation. He said <br /> that he will address the issue of the runoff and drainage, but said that the modification to <br /> the existing building, and the removal of the old building, will improve the drainage and <br /> runoff conditions. <br /> Mr. Mendoza mentioned that the neighbor's concerns with that Southwest corner needs to <br /> be addressed, especially if the engineer does not know where the water is coming from. <br /> Chairman Furbush agrees that it needs to be addressed. <br /> Mr. Kirrane mentioned to the Board that the Special Permits that were issued in the past <br /> did address this lot because it was owned by someone else, so technically there is no <br /> violation of the Special Permit because at the time this lot was not included in the permit. <br /> A condition can be added to address the issue regarding the Southwest corner of the lot to <br /> contain all the drainage on site. <br /> Mr. Goldstein made a motion to approve the Special Permit for 100 Falmouth Road with <br /> the following conditions; <br /> 1. The Board has determined that the applicant meets all the conditions of a Special <br /> Permit under Mass General Law 40A Section 9. <br /> 6 <br />
