Page -2 <br /> SECTION 2 There is hereby established a commission to be known as <br /> the library building assistance commission which shall be under the <br /> control of the Board of Library Commissioners . The commission is <br /> created for the purpose of promoting the construction and <br /> renovation, including the planning thereof, of library buildings <br /> and to assist cities and towns in meeting the costs thereof. <br /> SECTION 3 The membership of said commission shall be the members <br /> of said board of library commissioners , established pursuant to the <br /> provisions of section fourteen of chapter seventy-eight of the <br /> General Laws . The action of a majority of all the members of the <br /> commission shall constitute action by the commission: and whenever <br /> writing, such <br /> any action is required to be in,writing shall be sufficient when signed <br /> by a majority of the members of the commission. Each member of the <br /> commission shall receive his expenses actually and necessarily in- <br /> curred by him in the performance of his duties . <br /> SECTION 4 The powers and duties of the commission shall be to <br /> administer the provisions of this act relative to grants-in-aid to <br /> cities and towns for the planning, construction or renova- <br /> tion of library buildings . The commission shall adopt and publish <br /> standards for the cities and towns receiving funds under this act. <br /> The commission shall submit an annual report to the governor and the <br /> general court. <br /> SECTION 5 Any city or town may apply to the commission for a library <br /> construction grant to meet in part the cost of an approved library <br />
