We have t continue to pursue it at a better pace than we have previously. Helene explained that until they -were a ways .into the study, their were not even aware that this restriction existed in- the deed saying that Fields Point. had a des-ign review. That -was something that Darlene Powers in doing research, reviewed the deed and. brought this to Helene ' s attention. Tlayne stated that he was happy to have leen present at the board' s meeting, and if there should- he anything else the . . hoard of library trustees would like to discuss with hint, his number -was in the book, they should _f_eel free to- call hint. Wayne will get to Joyce Mason, and 'he will let the li rary know what was going on, or he will ask Joyce to call Helene , _. The hoard of lihrar r trustees felt the discussion with Wayne was productive, to he able t get everything out -into the open. Gary explained that he had done a great deal of research, and prole it down t the most- relevant information in Chapter 78. /which pertains to libraries in the Massachusetts General Laws. Section 7 establishes the library. Section io says , you are going .to, select -trustees, explains that you ha re to- appoint herr. They are supposed .to have . either a treasurer, or the town treasurer may act as the' treasurer of the hoard of trustees , unles-s the li ra'ry appoints . one. Section ii states that the hoard of library trustees has custody and mana dement of the lirarr. All atonies raised or appropriated her the town is supposed , to' he appropriated by the board of library trustees . Section 19 - gifts and -grants - states we may accept . grants from people, and it is to' he deposited with the treasurer, held in a separate account. -They xray spend it without further appropriation.. However, Section 53 of Chapter 44 states that they may expend the funds, but they have to receive the approval 'of the board . of. selectmen, - o lever, . they do not have to go' be fore Town Meeting and ask for approval.
