There was a very lengthy discussion regarding providing closed captioning of Town video channels and the role of <br /> MCAT in funding such a venture. Some of the points and issues raised during this discussion included the <br /> following: <br /> • MCAT sloes not fund individual group needs,but,rather, needs that address the community in general. <br /> Consensus was that this is something that should be within the responsibility of Town fall,not MCAT. <br /> • Suggestion that Joyce Mason be invited to attend next meeting to discuss this and,perhaps, Joyce should <br /> seek Town Counsel pin on approach of MCAT not funding specific groins and only funding <br /> community needs in general. <br /> • In doing the renewal license with Comcast, ask Comcast to have equipment in place that allows closed <br /> captioning to pass through the'syste . Whatever can be clone technically must be detennined by Comcast. <br /> • Closed captioning is a very expensive and rare talent and would pose an undue uncial burden upon the <br /> Town if required for Toon broadcasts. <br /> Bind et <br /> Jarnnes Chi hoh n advised that the account balances as of Jure 1 are snatching very closely to the balances he <br /> projected. Bill Shea will subnnit his invoice next week for about$1500,,which will be for the first half of the year. <br /> Bin Shea <br /> The Committee advised fill that the Control room is to be locked, but it has not leen done yet. ,loge Mason was <br /> to have keys made. One suggestion was that perhaps a"lock box"'containing the key coup a installed at Town <br /> Mall, <br /> There was a discussion of the following problem areas being Faced: <br /> • Front door is being locked at 7 p.m. and this is causing problems for meeting groups and individual running <br /> control booth. This is a Town Hai problem,not MCAT problem. <br /> • uioing need for personnel to run the control rooms. <br /> • Still problems with coordinating meeting schedule tele is rs. Andrew will try to contact Jinn Marr to see <br /> what procedures he followed to coordinate meeting schedule/videos in the past. In addition, Maxine will <br /> work up some type of"job description"in the hope that someone at Town full can undertake this <br /> responsibility. <br /> • Retention period of videotapes of meetings seems too short. Should videotapes be placed on DVDs and <br /> stored` <br /> Motion: James Chishoixn motioned that the MCA's'Board recommends that all committee meetings that are <br /> videotaped be transferred from videotapes onto V 's and stored; Jim Moroney seconded this motion; and <br /> it was unanimously passed. <br /> MaEY.O'Keeffe <br /> Mary arrived at 4:3 o p.m. and was introduced to the new members of MCAT. <br /> Andrew asked Mary whether or not she would have any suggestions on how to improve administration of taping of <br /> televised meetings from Town rah. Specifically,how can we better organize job description tasks and what about <br /> DVD archives of taped meetings` Although Mary didn"t have any information to offer, she did suggest that the <br /> following individuals might assist: <br /> Dennis—Linda Fleming <br /> Harwich—Jill Mason(volunteer) . <br /> Yarnnouth—Peter Johnson-Staub <br /> Barnstable—John Klima,Town Manager's Office. <br /> Andrew asked Mary whether any towns are working on renewal license yet. Mary said Eastham is entering into <br /> renewal novo. <br />
