Very lengthy, detailed discussions were held exploring the needs, as well as deter ining Bill Shea's role in the
video broadcast operation. A host of topics were brought up for discussion; some of the items included the
following:
• Bill Shea is willing to be the Technical Adviser, which would include handling any technical problems that
arise but would not include handling the administrative-type functions such as video scheduling, labeling of
tapes, ensuring Control Room equipment and meeting room set-up is ready for meetings, etc.
• What is needed. Administrative-type who coordinates everything,a technical video specialist to work
about 10-20 hoursp er week- and 2 or 3 volunteer video technicians.
Jim Marr retired and no one has taken over the duties he previously performed for the video control
operation—namely, the administrative functions of scheduling video technicians and keeping the
informed of meeting cancellations and changes;making certain control room equipment was fey
functional;making sure meeting room was set up;laheling tapes; and other related administrativ clerical
functions that arose. This day-to-day operation from Town Hall is desperately needed.
0 Civic functions should be clone by volunteers through Bob Fensternmaker at Comcast Studio.
government town Selectmen and Committee meetings broadcast through our Town control room.
Difficulty: In addition to the technical expertise required, most of the ork is evening work.
Following the discussion, formal motions were made:
Motion: Janes Chisholm made the motion that we do whatever is necessary to get more video tech otans to
tape meetings; Lolita McCray seconded this motion; and It was unanimously passed.
Motion: Names Chisholm made the motion that the duties formerly performed by Town Han staff regarding
video scheduling and other related duties he reinstated and formalized this motion was seconded by Lolita
McCray* and was unanimously passed.
Motion: James Chisholm made the motion that this MCAT Board propose to the Board of Selectmen to
place an ad in several publications searching for people who would he interested Wn assisting with the video
production and broadcasting of Town government function,i.e. Selectmen and Committee meetings, etc.
Applicants can submit a letter of interest to the Selectmen's Office to be directed to MCAT. This motion was
seconded by Jinn Moroney; and all voted in favor of the motion except Maxine Wolfset, who abstai*ed.
James Chishohn addressed the Conunittee stating that tits Special Meeting has resulted in two productive steps—
namely:
1. Andrew Ehason is to approach Town Manager,Joyce Mason,to get the much-needed administrative help
from Town Mall; and
. If Selectmen approve,we'll get video broadcasting technicians.
Andrew Eliason advised that he will contact Joyce Mason to inform her that Bill Shea will continue if Selectmen
approve advertisement to go in paper and administrative functions reinstated by staff. James Chisholm will prepare
draft of the ad and will sena it via e-mail to the Cottee members.
Next Meeting
Tuesday, October 11, 2005, at 3 p.m. in Meeting Room 1.
Ad ournm nl....lim.Moroney motioned the meeting be adjourned;this was seconded by Maxine Wolfset; and was
unanimously passed.
