James Moroney informed the Board he received an e-mail letter about renewing affiliation with this <br /> Board. Jamos indicated he would like to continue to serve on this MCAT hoard. <br /> Tom M Assistant Town Planner <br /> Toni Mayo introduced himself to the Board and explained that as the new Assistant Tom.Planner he has <br /> responsibility for the GIS System,which he finds to be well built and well used. Toni said he has been in <br /> GIS consulting business for 10 years and he thinks this Torn is ahead in terns of use. He said it is time <br /> to take the next step and start applying that data to higher end us such as Police,Fire, and DPW use in <br /> the field. Torn then distributed a copy of material describing scanner equipment to each Board member <br /> for their review and consideration. The material was thoroughly reviewed and discussed in depth. A <br /> copy of the rnate .al is attached to the printed set of these minutes. highlights of the discussion are: <br /> o Andrew stated-.' 1 It takes someone with expertise to do scanning; and 2 It is a boring job. <br /> Toni responded that he has proposed the scanner be housed next to him in the office and he would <br /> ate processes and train whoever would be doing the scanning. <br /> 0 Toni noted that archiving is the biggest issue. <br /> David emphasized that everything they have in maps, etc. is all on paper. If any catastrophe <br /> occurs,everything will be lost-it can never be replaced. <br /> Raster is just the image;vector has the information. Andrew asked what intelligence is used to <br /> change raster image to vector data. Tom responded it requires manual manipulation for the <br /> conversion. <br /> .lames Chisholm asked: Won't that require a lot of help to get the scanning done? Tom said he <br /> didn't Mink so because they are not under any timetable and they would prioritize the documents <br /> and then Mart scanning according to priority. <br /> MCAT asked whether or not State could provide.any funding through grant? Torn responded that <br /> after September 11 Mire was some granting funds but not now. According to Toni, Chief Baker <br /> said he doesn't have any capital funding for this. <br /> Toni confirmed that he did receive other bids for suing equipment.. <br /> Motion: Janes Chisholm motioned that MCAT recommend proposed option 2 for$9,969 with <br /> $1,000, funded from Tanning Department to equal $10,969. total cost, which includes shipping and <br /> 3-year maintenance; Lolita McCray seconded this motion; and it was unanimously passed. <br /> James Moroney added: He thinks it is a great idea; definitely go prioritizing documents route; and he <br /> thinks Tone underestimates homer much work it's going to involve. <br /> The MCAT Board advised Torn Mayo of the procedure that this Board does not approve requests at <br /> meeting request is presented but that there is an exception being crude this time due to the Fact that <br /> Planning Department budget has the 1,00 . under capital funds FY06 which ends June Sot". <br /> David Delvechio.#.David provided the Board with Direct Network vork Services price quotations on <br /> Tsunami Backup Base Station and Backup QuickBn*dge. Copy of the DNA price quotations reviewed is <br /> attached to the printed set of these minutes. David explained the dire need for this equipment is to not <br /> suffer down time and that this equipment will give us 100%redundancy at the Fater Tower and Town <br /> Hall, as well as the 8 Remote Locations. David stressed that MCAT keep in mind that he has no backup <br /> for these 8 Remote locations, which include Police,Fire,,DPW. Further he said they've had 2 down time <br /> situations already because of no backup and thus the proposal for the redundancy equipment. <br />
