Mr.Eliason then introduced the <br /> MCAT.Board members who are in attendance this evening. He advised that Notice of today's Hering had been <br /> duly published in the Mashpee Enterprise on August 22nd and a copy is attached to the printed set of these minutes. <br /> Mr. Eliason stated that today's Hearing is mandated by the renewal provisions of the Federal Cable Act. The <br /> current cable television license held by Comcast will expire in November 2009. The Town is currently involved in <br /> the federally required ascertainment process. The purpose of today's Hearing is to i identify future cable-related <br /> community needs and interests, and(ii)review the performance of Comcast in the Town under its current cable <br /> television license. <br /> Once the Town has gathered community input, It will forward the results to Comcast in what arnounts to a Request <br /> for Proposal,or RFP. This RFP will basically inform Comcast of the kinds of services and facilities that the Town <br /> expects will be provided during any possible renewal term. Thus,the testimony given today is very important, and <br /> Irk. Eliason said he encouraged all to speak candidly and specifically about any cable-related matters. He said in <br /> order for views to count and be part of the official record an individual must Borne forward and provide testimony. <br /> He asked anyone corning forward to please give their name and address. Also,because this is an ascertainment <br /> Dearing for the Town,he asked that questions not be posed for Comcast for an answer; all testimony and/or <br /> inquiries should be directed to the Chair. <br /> Mr.Eliason then stated that he would life to clarify that while this is an ascertainment Hearing on cable television <br /> matters,there are two related subjects over which the Board of Selectmen has no authority. The first is the rates <br /> that Comcast charges for its services;and the second is the commercial programming that Comcast chooses to show <br /> on its cable television systems.He said he realizes that these are two important issues for cable subscribers and <br /> while people are certainly free to comment on these matters today, it is important for everyone nonetheless to <br /> I <br /> I <br />
