- - - Old Business
Update gn Comcast Licensing Pro es
Joyce Mason reported that she just received the latest draft agreement that went to Comcast. Joyce said if all goes
well she'll bring it to the Board of Selectrnen...this will probably be at their July 11 meeting. Joyce said she will e-
mail the draft to Peter Cohen to forward it to MAT hoard members. Highlights of MCAT Board discussion with
Joyce included the folloing:
Access Studio to remain open for one year? Joyce said she is holding them to that.
Joyce said Falmouth dropped off some information;they are anxious to meet with us.
Joke would rather keep studio in Town. She said we would advertise for a studio director.
The budget would cone out of capital and gross annual revenues we would get from Comcast.
In setting up a non-profit, employees would be separate from the Town.
• There would be a board of directors of the non-profit.
Non-profit would request funding from the Town.
• Set budget each year.
• Andrew Eliason said he would continue to look to join other towns because he feels that combining
- resources, equipment, and personnel might produce better product in the end. Andrew said it would be
difficult for one person to run the studio and raise money for the non-profit. Joyce said, yes, but you do
lose autonomy. Lolita Mc ray added that she agreed not to join other towns because each town is unique
and we want focus to be on M shpee. James Chisholm said giving money to another town doesn't mean
you will get equal time or equal duality. Also,Joyce painted out that our money comes from our
subscribers.
David DelVecchio asked if Town has a non-profit couldn't Selectmen Meeting Room;Control Room and
School go under the non-profit` This is a possibility.
Joyce said the Chamber of Commerce office would be an ideal location for the studio. Lolita said or we
would have to find a puce and see how much to lease some place if that's how we had to go.
f 0 Andrew Eliason said Peterstein feels it would-work out having a studio.
p g
• Joyce mentioned that our Tows Counsel could give us awork-up on what it would involve to create and
run a nor-profit for the studio.
The consensus was to meet with other towns and let there tell us what they can do for us. Joyce suggested inviting
groins to an MCAT meeting and having one groin present at the first half of the meeting and another group
attend the second half of the meeting. Joyce will provide contact information to Peter Cohen.
New Business
Budgeter ...Janes Chisholm provided a budget update.
IT Upd t s
David DelVecchio gave the Board a copy of Valley Communications Systems' March 8,2011 proposal in the
amount of$5,862.3 . This proposal was already approved by MCAT but David j ust wanted.to point out the cost
for labor...which is on the high end in part because Valley travels from Chicopee,MA. Andrew Eliason said in
order to tie up loose ends why not just do this with Valley, but also inform there that the new.DVD recorder is
behaving as badly as the old one did. David said he will proceed and will inform Valley Communications about the
new DVD performance issues. David said he will also look at Valley and others to compare costs for maintenance
of equipment that's been installed. ]avid said Valley is on the State list.
David DelVecchio provided copies of Leightronix product information on some items they offer...one of which
covered streaming video-on-detnand service. David was only bringing this to MCAT's.attention for informational
purposes.
i
i
