5
Review Preliminary Environmental Studies
Mr. Bra i
r s reported the traffic and eni ro=ent a l scopes have
been reviewed by the Consultants who have made comments and.
additions . The nature of the comments on environmental is t
address coverage and run off issues and to have a general
overview of any other potential environmental impact types.
Selectman Dinizio requested a copy of the critique.
mr. Brais reported the basic comments were technical issues
about the review and also the time horizon to be reviewed. Mr.
rais suggested the year 2004, which is a typical five-year time
horizon is not adequate. In addition, a full build out scenario
should be considered with regard to the traffic and other impact
perspectives .
Mr. Storrs Ornade reference to spread sheets indicating the
amount of nitrogen contributed from waste water flow and the
difference between impervious and pervious surface.
Sharon Rooneyinquired if the Traffic staff has been
contacted in regard to the traffic scope. Mr. Storrs responded,
"I don' t think they have. " He stated the two Consultants wanted
to agree before contact with the Commission was made.
Selectman Dinizio stated his support for a parallel process .
Jeff Bronow commented on the phasing issue, stating there is
a difference between looking at the fiscal results of looking at
the project as a whole vs. looking at the fiscal results of a
certain phase over time depending on the mix.
It was determined to schedule the next meeting for Tuesday,
January 27, 1998 at p.m.
The Chairman recognized Beverly Kane, who inquired as to the
Community Informational meeting scheduled for January 21st, as
well as an updated time line.
Selectman Dinizio responded that consideration of the
Phasing Concept would warrant adjustment of the Gantt Chart; and
that future community Meetings would be scheduled after the
January 27th Co nittee Meeting.
Selectman Rini io suggested the possibility of a Special
Town Meeting could be called at a later date if people are not
satisfied by the May Town Meeting date. He stated this Meeting
indicates the Selectmen are trying to be responsive to the
concerns of the Townspeople; the Developer has shown cooperation
to dissuade some of the fears as well .
-lo
