In order to produce an accurate forecast a derating for the nature of the
development (walking distance to everything and at the hub of local bus transit) is
required. Additionally, receipts should be reduced by a factor that accounts for items like
school busses that are contractually required to be Mashpee registered.
HoteUMotel Tax based on 83 % occupancy (from a traffic Engineering Manual)
appears to be overly optimistic. The industry average according to Smith Travel Research
is 64.5 %.
Other charges for Service and fees introduces a new apportioning methodology
that confuses me. It appears that if you work and live in Mashpee you are counted twice.
If you work in Mashpee and live elsewhere you still count. The highest 4 fee categories
based upon FY97 data(or about 80 %) wouldn't apply to this development anyways.
The utilization of this apportioning methodology does not appear justifiable for any item.
MASHPEE FEE REVENUE FY97
(AS A% OF TOTAL FEES)
30.0% 29.2%
25.0% 22.9%
20.0%
a2 15.0% 154%
20%
10.0%
6.1%
5.0% 4.3% 3.8% 21% 7.6% i.3% 7.2%
0.0%
HEALTH LIENS CONS APPEAL REG CL CLERK FIRE ANIMAL BLDG PLANNI POLICE
CATEGORY
M Series 1
Health is Perc Tests& Trailer Parks.
Liens are for unpaid bills which have previously stipulated as non-existent.
Conservation and Appeals are not involved.
