131 Industrial l rivecontinued <br /> Parking...Mr. Axon said right now he has approval for 17 parking spaces plus 2 handicap spaces. There <br /> Ik was lengthy discussion on'number of parking spaces; Tom O'Hara stated that he thinks parking should <br /> be looked at to dtenni.ne whether additional parking should be added. He said parking issue should b <br /> resolved and novo is the time to do it for instance what is the size, what use does the building cone <br /> under,what are the parking requirements, etc. Torn Pud al a said he believes the permitting authority <br /> (either Z A or Planning Board) could use their judgment regarding parking requirements. <br /> Mr. Axon stated the use has not changed at this point; the-change in use was done 4 years ago. <br /> • Toni F'udala pointed out that the original application said it was a one floor building,but there is a <br /> second floor mezzanine that makes it over l O,QOO square feet, which would require Planning Board <br /> approval. <br /> Torn O'Hara said the Committee should see a set'of read drawings on the building. Consensus was that <br /> this is a preliminary hearing and when applicant has architect drawings prepared he will return to this <br /> Committee for a formal review. Tom Pudala added that as part of getting Special Permit an applicant <br /> can cone back to this Committee and thea take recommendation to Planning Board or ZA. <br /> Conclusions: <br /> 1. Board of Health needs inspection update on the septic system because footprint being changed. <br /> Mr. Axon said the septic system was put in 4 years ago in December. <br /> 2. Paving would prohibit access to the septic system so world need cast iron frame and covers. <br /> . Memo from Sheldon Hamblin was read to the applicant wherein Sheldon stated that this building <br /> was built to the size it is to avoid a fire sprinkler system. By increasing the size.,we cannot require <br /> the building now be sprinklered, but it is strongly suggested,particularly due to the mixed'use <br /> types of the building. Fire Department will require that the fire' lrm system be continued <br /> throughout the addition. Since we have no reports of annual testing or central receiving station <br /> information, a copy of the last test prior to signing the application is required. <br /> . when architect drawings are prepared,thea applicant to return for formal review. Also,engineer <br /> to go into Parking Generator to see what parking is required. <br /> . Applicant to show square footage of each use. Also may need " cupancy" for the gym. <br /> { <br /> Foley's Auto Repair Shop <br /> 1291ndutrial Drive <br /> Applicant---Garry Beaulieu <br /> Representative—Diane Tonnpsn <br /> Prank Silva and Diane Thompson were present. Diane Thompson said this is the third time appearing before <br /> this Committee. She said back on August 14 we got through a lot of issues raised at the first meeting. She <br /> referred to her September 23rd memo, saying she hoped the information was correct. A copy of the memo is <br /> attached to the printed set of these minutes. She said they will correct the plan to be sure one of the handicap <br /> parking spaces is van accessible and has signage also. <br /> Diane Thompson then stated that parking improvements had not been completed.. Mr. Silva did the base coat <br /> and he didn't put top coat or striping and that now in bad economy he is not in a position to do this. She said <br /> they discussed with Z A that Mr. Silva is in the process of creating condo units and he proposes when he sells <br /> one of the units thea he'll do the top coat and striping. She said either ZBA could impose a condition on the <br /> Special Permit or use a covenant(which they drafted one)that could be part.of the Special Permit or gets <br />
