Design Review Committee Members Walter Yarosh and Tori Jalowy returned to the meeting room to <br /> participate in the Joy Street hearing portion. <br /> Torn O'Hara exited the meeting prior to the Joy Street hearing so that no conflict of interest question <br /> would arise. <br /> Site Plan Review <br /> Joy street, South cape pillage <br /> Minor modification of their special permit <br /> Representative Matthew Eddy, P.E. . <br /> Matt Eddy addressed Committee saying that Plan Review had approved the Joy Street plan on <br /> October g, 2008 and the applicant thea went to the Planning Board and they were denied by a vote of <br /> 3-1. 3 voted for the plea; 1 voted against. They needed all 4 votes for approval. Therefore, they've <br /> refiled and will be going to the Planning Board next Wednesday, but first have to have Design/Plan <br /> Review. <br /> Torn Fudala explained the laver states applicant can't cone back to Planning Board for 2 years unless <br /> the Planning Board votes that the proposed changes sufficiently address the reasons for denial. Matt <br /> Eddy said that Talanian's counsel is talking with Town counsel. Matt Eddy then explained the <br /> changes made to the plan: <br /> Pulled loading zone over from C side of building to E side. In doing so, they lost 4 parking <br /> spaces so they have 12, rather than 1parking spaces. <br /> Enhanced pedestrian walkway area on the building C side so don't interrupt by any loading <br /> zone or parking spaces. <br /> Although they are only required to have one handicap space be a gran accessible space, <br /> they've also widened the lower parking space so it is now a universal handicap space and is <br /> van accessible. <br /> Enhanced pedestrian walking area in front of building B so it has created a wider area for <br /> pedestrians. Added additional beach seating area there. Matt said they are trying to address <br /> the area of the one "nor' vote. <br /> Blatt Eddy pointed out that in the previous review the main thing the Planning Board wanted kept in <br /> the plan was the existing grades for the crosswalks that were removed at the suggestion of Plan <br /> Review meetings. Hatt said all design detail and grading worked out very well with the flushed <br /> condition curve at the two locations as suggested at the Pian Review meeting, but Planning Board <br /> asked that we put the raised brick at the crosswalks back in and so they've done it. He said the <br /> crosswalks are outside the brick area. <br /> Walter Yarosh commented that having the raised platform at a 3-way intersection is going to be a <br /> nightmare. He pointed out that drivers making a right-hand turn will be all right but corning the <br /> opposite way and making a left-hand turn will be difficult. Following lengthy review and discussion, <br /> the Committee agreed to recommend they either widen space or eliminate the raised brick area. <br /> Blatt Eddy said if the Planning Board agrees, thea he will make the changes to the Plans at that time. <br /> 2 <br />
