f
Old Business(continued
New Library...
Joyce Mason addressed the Committee stating that the Board of Selectmen have said under the
Charter the Library building project was to be turned over to this Cottee and the Board of
Selectmen provided some parameters under which they expect the Committee to work. These
directives from the Board of Sele trnen are spelled out in Joyce Mason's November 1,2006 memo to
this Committee's Chairman. A copy of this November l memo was given to each Committee member
and was discussed in detail. A copy of the memo is attached to the printed set of these minutes.
0 Joyce also gave each Committee member a copy of the December 1,2004 contract with I Stewart
Roberts Associates for Design Services for the proposed new library. Steve asked: Do we stall have
money for Design Services? Joyce responded that$125,000 of the .5 Million would be for Design
Services and most of that money is still there.
Joyce added that Shelly advised we are now number 2 on the state grant list. But she cautioned that
we have to cone up with a library that does not cost$9 Million. She offered the suggestion that this
Committee go back to J. Stewart Roberts and see whether they can come up with any ideas on hove to
get the library we need but at a much lower cost figure.
• Shelly said that he took current budding costs and divided into the$3.5 Million and we'd only be able
to build a 87750 square foot building and the current library is-5,200 square feet.. Iry asked how
confident are we that the architect's estimate per square foot cost is real cost? Shelly responded that
lie's doing libraries now and that's what they're costing.
0 Steve questioned: Shouldn't we sit down with Helene le 'oe and get her input? Gene responded
"yes',we should sit down with everybody.
• Shelly said another suggestion that was made: Should we maintain current library as a children's
library?
0 Shelly showed copies of the library site plan he had gotten from John Rent. Joyce asked if copies o
the site plan could be provided to her and to the Connnittee. A request will be sent to John Rent
asking for copy to go to Joyce and she will forward to the Committee.
0 Steve said perhaps we should go with a `core"building and have it placed on site so that wings can b
attached. This was not considered the way to go,..feeling was a building should be built to stand and
project not get`hung out to dry''.
• Gene said it's a sad thing to say but we have to look at gays to get the building built for$3.5 Million.
• Joyce reminded the Committee that we must work closely with Ma hpee Conun ns in developing this.
ACnON IT I S-
• Shelly and Steve are going to contact J. Stewart Roberts via conference phone call to see if he would
have some ideas to offer this Conunittee as to how we could get project clone at much lower cost and
would he meet with this Committee and,if so,under what terms. Joyce said: what do we have to do
to get a new library? i
* s directed by the Selectmen, this Committee to look at ether libraries. In doing so also meet with ,
Helene Defoe to determine what her priorities are. for example,is it more computer use,or what are
they doing?
Since Falmouth currently doing library project, get square foot casts from them.
COMMENTS FROM THE AUDIENCE
Ann MacDonald-Dailey.-UbM Trustee stated that as an elected Library Trustee we are elected to serve the
needs and interests of the citizens of Mashpee. A new library is needed. Escalating costs have not helped and
it's a very difficult predicament. A question Ann asks is at what point does the public get involved? Joyce
Mason commented, that taxpayers have said they are willing to spend$3.5 Million and if we need more thea
we have to go back to the citizens but we cannot afford to go and ask for$5.5 Million more. This Committee
has to do clue diligence and if we're only$1.5 Million away thea go to the citizens with the request.
Steve Cook asked Ann if the Trustees went for other grants? Ann responded that it is the Friends that are
doing ftt so Aran could not tell anything about the grants.
Jean Vaccaro—Mgftee Coons stated that Mashpee Commons is obviously supportive and understands the
realities and whatever they can do to help and support just give them a call.
