i <br /> Recycling Committee <br /> Meeting Minutes <br /> February 1 ,2003 <br /> Members present: Charlie Gasior,Nikki Descoteau , � <br /> Others: Catherine Laurent, Mary Keleher <br /> The meeting began at 4:00 P.M. <br /> The meeting minutes of the January 15, 2003 meeting were approved. <br /> C. Laurent informed the Committee that the Selectmen decided to resume discussion <br /> regarding re-bidding or renewing for a fifth year the transfer station contract until the <br /> next scheduled Selectmen's meeting. The concern of the Selectmen being that it's an <br /> unknown figure. The Town has no idea what the numbers will cone in at. N. Descoteau <br /> asked if there's a.way to get a feeling for the amount by comparing ith other <br /> commumhes. C. Laurent is in the process of comparing the figures with three other <br /> communities in southeastern Massachusetts that u e a private contractor to operate their <br /> transfer station. N. Descoteaux proposed the Town of M shpee operate the transfer <br /> station. C. Gasior doesn't think it would be cost efficient for the Town to operate the <br /> transfer station. He questioned why the Town thinks any new bids would be such a big <br /> price increase. C. Laurent explained the thought is the current operator under bid the <br /> contract. C. Gasior thinks the town should go out to bid. That way they'll have a number <br /> to compare to and if they don't like it they can go with the option of renewing. <br /> C. Laurent informed the Committee that the School Committee meets the first <br /> Wednesday of each month. She suggested a,letter be sent requesting to be pout on the <br /> agenda to discuss recycling, the savings they are seeing now from the current recycling <br /> program and that if they increase the recycling program they will see additional savings. <br /> C. Laurent sent a memo to the Board of Health regarding their regulations for the private <br /> trash haulers, one of the items brought up was the hauler's recycling. In the Board of <br /> Health's regulations they require that the haulers offer recycling services but it's not <br /> mandatory. C. Laurent suggested checking with other Cape towns to see if they have a <br /> mandatory recycling by-law and if they do how is it enforced. C. Gasior questioned <br /> whether or not anyone checks the solid waste at the transfer station for recycled iters. C. <br /> Laurent explained that the operator is supposed to keep an eye on things but because the <br /> Town of 1lashpee is so small it is not required by the state to do bag inspections. <br /> C. Laurent suggested the Committee come yup with some sort of presentation on recycling <br /> and go to the Selectmen then local organizations to show thein the cost savings when <br /> residents recycle. <br /> I . Decotax will get in touch with the Environmental Coalition. <br /> C. Gasior will get in touch with Lee Jean Pierre before the next meeting. <br /> The next recycling committee meeting will be held March 19, 2003. <br /> The meeting adjourned at 5:00 p.m. <br />
