Recycling Committee <br /> Wednesday,June 2,2004 <br /> Minutes <br /> Members Present: Nikki Descoteaux, Chuck Gasior <br /> Others: Edith Deilello,IVDA DEP; Catherine Laurent,DPW <br /> quorum being present,the meeting was called to order at 4:00 p,m.. <br /> ""MASHP +E FOCUS"PROGRAM ON RECYCLING <br /> The program was taped and broadcast d ur'ng the week of May 11 `. <br /> COLUMN IN NAS EE ENTERPRISE <br /> Chuck wrote and is finalizing article. Nikki and Catherine will e-mail comments and <br /> answers to questions within the week. <br /> DISCUSSION WITH EDITH DEMELLo,SOUTHEAST REGIONAL <br /> RECYCLING/SOLID WASTE SSE FL R FOR DEP <br /> The Committee discussed PAYT with Edith and her experience in other towns with <br /> characteristics similar to D&shp e,that is,with ' the households using the Transfer <br /> Station and 1/2 individually contracting for curbside collection and with a seasonal <br /> population. Edith mentioned that a new committee was recently formed in Truro that <br /> will be considering PAYT. Barnstable,where 13 households use heir Transfer Station, <br /> extended their PAYT pilot program. The participants,however,,are not a representative <br /> sample therefore the results may be skewed. She acknowledged that PAYT may not be <br /> viable for every tori. The City of Brockton was faced with their solid waste disposal <br /> costs doubling;they elected to implement PAYT and the program has been a success. <br /> Two towns with successful PAYT programs that operate drop-off facilities are Natick <br /> and Needham. These towns,however, had a base of support and conducted an extensive <br /> advertising campaign. DEE has in the past offered grants to toms to study PAYT and <br /> help offset the initial start-up costs. It is unknown at this time if funding is available for <br /> FY0 . The Committee asked Edith for the names of elected officials who are proponents <br /> of PAYT who could help the Committee with developing a strategy to study and sell the <br /> advantages of PAYT. Edith will provide the Committee with some narnes. <br /> The Committee questioned Edith about commingling recy lables versus source <br /> separation. She indicated that considerations are the market and facility destination(riot <br /> all facilities are equipped or have the manpower to separate). Separated material <br /> generally has a higher value whereas commingled is more dependent on the market. <br /> Y <br /> 'The Committee asked Edith if model RFP or contract was available for curbside <br /> collection oftmsh and recyclables.
