Recycling Committee
December 2 2010 Minutes
Members Present: June Levy, Sheldon Gilbert, Chuck Gasior
Others: Jon Leavitt
Marion Baker
Mike Richardson, Board of Selectmen
Cather'ne Laurent, DPW
A quorum being present, the meeting was called to order at 3:00 p.m..
Approval of Minutes
Approval was deferred to the next meeting.
Tonnage/Single Stream Update
The update was deferred to the next meeting.
America Recycles flay
The assembly was held Frith the a and h grade students at the Quashnet School on America.
Recycles Day,November 15. Allied Waste, the Town's trash and recycling hauler, were well
represented and gage a power point presentation. June and Catherine agreed that the
presentation may have been better for an older audience, but the support of the school
administration for the program was positive and it was a good First year effort. Classroom
activities with the 5th and "' grades will be scheduled at a later date.
RecyclinglWaste Management Goals
The Committee reviewed the presentation made to the Board of Selectmen. The Selectmen
voted to place a non-binding question on the May ballot asking residents togive their opinion on
flat permit fee versus PAYT. The Committee discussed whether a survey nailed to all
residents would have a higher participation and be more representative. A survey could also
provide more background information on the question.
The Committee discussed the educational campaign leading up to the ballot question or survey.
To avoid confusion, the Committee agreed that the focus should be on comparing costs for the
flat permit fee to PAYT only, not also consideration of having users fund 100% of the Transfer
Station operational costs. The expected increase in tipping fees in 2015 should be emphasized.
Hike advised the Committee that an RF'B for curbside collection may be issued to obtain costs so
that a final determination can be made as to whether the Town can afford it.
The Committee scheduled another meeting for January 13, 2011 at 3 pm.
The meeting adjourned at 430 p.m..
Respectively submitted,
CAML11106
Catherine Laurent
