Ms. Sbarro provides legal education and technical assistance to
Boards of Health throughout Massachusetts and has been involved in tobacco control for about 23 years.
Ms. sbarro stated that this is the latest iteration of the comprehensive regulation that would include some
strategies that are unique in the nation, such as restricting flavored tobacco products and requiring cigars that
cost less than $2.50 to be packaged in packs of two or more. Youth pricing strategies are investigated and also
strategies that are targeted to the youth.
Mr. Collett commented that most of the towns across Cape cod have adopted some percentage of the
provisions that are listed on the sample "Regulation Restricting the sale of Tobacco Products". The more
recently added components are raising the minimum legal purchase age to 21, the restriction on flavored
products, minimum pricing on cigars, banning blunt wrap sales, and no tobacco sales within Soo feet of a
school. Mr. Collett felt that this would be helpful in upgrading the Nlashpee regulation and providing the highest
level of protection for the youth in town. The list is designed so that the Board can choose the provisions to
amend the current regulation or having the option of formulating a new regulation.
IIIb.
