Hamblin <br /> In follow-up to the Board ' s review of the grievance of Sheldon Hamblin from <br /> the meeting of December 1 . the Personnel Bard- vted unanimous) tc rant <br /> a cost of living of under the P.A . P. to Sheldon Hamblin. ' This will be <br /> retro-active for the period of July 1, 1993 through October 1 * 199: <br /> pending Town Meeting Action, The amount totals $392 , 96 . At the Board ' s <br /> meeting of December 12, the Board asked that Sheldon I amblin ' s request for <br /> adjustment of his anniversary date be reviewed by Town Counsel . oweve r, <br /> Bob whritenour indicated that he dick not .feel this needed review b <br /> Counsel . The Board voted not to ad)ut the anniversary date of appointment <br /> of Deputy Chief as a remedy . <br /> Proposal Review <br /> The Personnel Board reviewed two proposals for the Wage and Classification <br /> Study as follows : Massachusetts Municipal Association Consulting Group, <br /> Inc . and Yarger and Associates . The minimum evaluation criteria and tech- <br /> nical <br /> c - <br /> nic l uestions were reviewed for each proposal . All questions under the <br /> minimum evaluation criteria were answered in the affirmative for the M . M . A . <br /> Consulting Group . Question number 5 could not be answered in the affirma- <br /> tive after reviewing Yarger and Associates ' proposal . This question asked <br /> if the proposer completed at lust ten wage and classification studies in <br /> Massachusetts? After thorough .review of each proposal , the Board gated the <br /> M .M. A. Consulting Group as Highly Advantageous . They felt this proposal <br /> was clear and concise addressing all elements of the Scope of Services . <br /> Yarger and Associates ' proposal was rated as unacceptable because the eval - <br /> uators could not determine that they had conducted at least ten wage and <br /> salary classification studies in Massachusetts . The Board was in unani- <br /> mous agreement to recommend the M . M . A. Consulting Group ' s propos'-al. The <br /> Chief. Procurement officer will be advised of the Board ' s recommendations . <br /> Review of Test for Adm , Secretar Adm . , Assistant Position • <br /> The Board reviewed a math test to be administered to candidates applying <br /> for the secretarial position at the Police Department . The Administration , <br /> at the Police Department advises that math is a very a very essential skill <br /> needed in this position for payroll purposes and for the billing , Typing <br /> i and shorthand%s e dwriting and dictation a,kills are also important duties <br /> of the job. Candidates will be tested for their skills in all areas . The <br /> Board set the passing score at 7for the math test and will allow forty-. <br /> five minutes for candidates to take the tryst . ' Passing score of the -typing <br /> test is ; 60 w. .m . and for the shorthand speedwrit.in.g test is ; 100 w . p .m. <br />
