efforts had been pursued to develop a list of eligible candidates for moderate income housing. It <br /> was noted that the homeowner had invested $100,000 into the property and felt that the property <br /> could have sold easily without the deed restriction. The homeowner approached the Finance <br /> Committee, who voted in favor of Article 19. The Article was then supported by the Board of <br /> Selectmen. Mr. Taylor noted that, although the property was deed restricted affordable, it was <br /> not currently counted in Mashpee's list of affordable units because it was moderate income <br /> restricted. The Chair emphasized that it would still result in the removal of affordable housing, <br /> at a time when there was a need for housing at all levels of affordability. Although HAC waived <br /> the 90-day requirement because there was no list of eligible buyers, it did not have a legal ability <br /> to lift the restriction, and HAC believed that the restriction should remain in place. <br /> Mr. Abbott inquired about who would stand up at Town Meeting to state that they were against <br /> lifting the restriction. Mr. Taylor reported that there were two additional properties that were <br /> deed restricted. It was noted that, in addition to the benefits of purchasing a moderate income <br /> affordable home, the homeowner paid lower condominium fees and taxes. Should the Article <br /> pass, other owners would likely request the removal of their deed restrictions. There was <br /> question whether the Articles to remove the deed restriction were legal. Mr. Abbott will send an <br /> email to Mr. Taylor to request copies of the Articles, to be sent to members of the Committee. <br /> Mr. Abbott will follow up with Ms. Shufelt for comments. <br /> Main Street Village, Phase H Proposal-There was no update <br /> 243 Cotuit Road Proposal-There was no update. In the last conversation, Mr. Pena had <br /> confirmed that he would send the Chair his Pro Forma, Ms. Stone noted that there appeared to <br /> be FOR SALE signs located at the property. <br /> NEW BUSINESS <br /> Great Neighborhoods Statewide Zoning Reform Campaign-The Chair stated that <br /> legislation had been pigeon holed. <br /> OTHER BUSINESS <br /> MHP's Housing Institute-Scheduled for June 6 & 7 in Devens, MA. The Chair <br /> indicated that sessions were intended for municipal officials. Agendas should be available online <br /> or from Ms. Shufelt. In addition, an MHP session has been scheduled for Cape municipal <br /> officials regarding affordable housing trusts. The session will take place at the Dennis police <br /> station, 6p-8:30p on April 5. The session will begin with a tour of Melpet Farms, an 8-building <br /> development with 57 units of affordable housing. <br /> CORRESPONDENCE <br /> -Chairman Isbitz had received a request from someone to present to the Committee about the <br /> Housing Navigator Program, social services out of Hyannis. There was consensus from the <br /> Committee to schedule a presentation. <br /> -Mr. Abbott stated that the Town was in the process of taking land for taxes, including a 17-acre <br /> parcel at 69 Simon Lowell Road, <br /> 5 <br />
