S <br /> C <br /> Mashpee Waterways Commission <br /> Mashpee Town H a l l' <br /> Minutes of the January 23,2018 Meeting <br /> Chairman dates ca!led the meeting to order at 9:10 A <br /> at the Mashpee Town Hall in the Popponesset <br /> Meeting Room. <br /> Present : den dates, ion carton ion Macdonald,Tarr Leedharn,Al wicket (ori Speaker Phone <br /> Absent:Stan Mealy,Steve lone <br /> Also in attendance: Rick York NRS <br /> Arran Everett,Shellfish constable <br /> Ken dates opened up discussion at this special meeting � , . . <br /> R �to review a time sensitive issue This issue had <br /> had received prior corrirnent in errrail communication . <br /> mmunication from Drew McManus,Conservation Agent, Matt <br /> Creighton, BSC engineer and Tara Marden from the vl HG-These communications had been shared with <br /> all members of the Commission. <br /> The issue being, can the SPBwHG use • -. <br /> the Towns sediment disposal footprint area as <br /> outlined/described in our Comprehensive p <br /> prehensive Permit NAE 2013 1241 for their trucked in sand? <br /> Ken spoke in favor of this request b ���, He e - <br /> �' pressed that granting this use of the Town <br /> Comprehensive Permit would assist SPB while SPB ets approval � <br /> Pp ora f frorr� National Heritage during their <br /> permit application process; This request would be of support should a catastrophic pp atastroph is event occur-. <br /> Ken also added that this request would be a one-tim <br /> e authorization and not become a permanent part <br /> of the Town Comprehensive Permit., Further, if approved, and ` <br /> pp r permit rs issued by the Town, it would be <br /> administered by the Conservation Commission. <br /> Ken asked for comment. ion Barton expressed p essed his objection to tris proposed request and submitted his <br /> concerns in writing to the attendees. He felt that there were , <br /> potential irab.ilrty issues with having a PB <br /> paid contractor work under~the T'own's Permit, . <br /> � new precedent.,wl�rie the Ta►nrrr is responsible for <br /> oversight and supervision. He mentioned that further approval appro�ral sho�rld be in writing fronn the Army torp - <br /> and the Town should not act on a verbal approval received from a consultant at wl , who represents <br /> P13. ion suggested that proposal fry,1'n the email mail string from Mr. Creighton,our consultant, be adopted <br /> to avoid the potential conflicts and expense,while still p <br /> P � till provrd i rig material assistance to S P B. <br /> With no more discussion, I(e n called a vote on the following motion: <br /> trl41�fYI Water-ways���t the ������ ��� ���n'�i�Ci��s+ <br /> y ion recommends approval of the use by PB/wHG of the <br /> Town's sediment disposal footprint for the purpose of depositing "Compatible" <br /> trucked in sand on the <br /> Popponesset Spit. All conditions/requirements of use of the sediment . <br /> footprint to be as required by the <br /> Towns Comprehensive Permit NAE 2013 1241 inclusive of all <br /> contributing agencies,sub <br /> agencies/organizations State or Federal, as contained and a part of the CO E issued permit. Alf Town <br /> Conservation Commission requirements shall also be adhered <br /> to and shall also govern the temporary <br /> use of this sediment footprint". <br /> The vote on this motion was 3 members present yes, I no of members present, plus one call in yes vote <br /> during our meeting. <br />
