Board of Appeals Minutes - October 12 , 1994 <br /> Mr . Govoni stated that the change in zoning from C-2 to 1- <br /> occurs on t i e next lot t -h posed site . # F i i l <br /> said that the area was zoned industrial and commercial long <br /> before there was new residential development . <br /> D . Thomas Brooks ., an abutter from Sturgis Lane, spoke in <br /> favor of the proposal but questioned how liquids from the <br /> compressed bottles could be kept out of the groundwater and <br /> how the 1 waste would be disposed of . Mr . Heimb rg <br /> questioned if glass was going to moved outside with a front <br /> end loader . Sue Sciarillo, Sturgis Lame , questioned if use <br /> would cause contamination of well water . Mr . Berliner said <br /> if glass bottles were outside the rain would wash residue <br /> into soil . <br /> Anthony Ferragamo , an abutter , said that the Fish <br /> Wildlife proposal may include a corridor through the area <br /> to the Sandwich town line . He said the glass should not be <br /> processed outside of the building according to the by-laws <br /> and that nothing was being stored . He asked where the <br /> washed down waste was contained and Mr. Wiggins said J.11,- <br /> would <br /> twould go into the septic system. Mr . Ferragamo said this <br /> was not allowed by Title V and the Groundwater Protection <br /> District and Mr . Friel said Board of Health should ddress - <br /> this # He questioned if site drainage was comAIngled with <br /> the septic system. Mr . Ferragamo asked if the State <br /> Building Code considered this high hazard use and he <br /> distributed copies of their use group classifications ., - <br /> Attorney dills responded that doors would. be closed during <br /> operation and said that this was a commercial zone long <br /> before the Sturgis Lane residential development . He said <br /> that if recycling is not allowed there is- a substantial <br /> problem with the abutting property which is used as <br /> redemption center , He presented pictures of the redemption <br /> center with bags of plastic and cams on the commercially <br /> zoned sine of the property. He questioned safety factor of <br /> children in the area and said children should not be on <br /> 130 and that Echo Park was a safer road. He said they <br /> would eliminate the glass processing if necessary. <br /> Mr . Wiggins said the building has air conditioning, heat <br /> and ventilation. He said there would be dust in the <br /> building but they are a dry operation . He offered the Board <br /> a video on his operation . <br /> Ir . Friel moved to take the application under advisement . <br /> Mr , Regan seconded. All agreed. <br /> The Board recessed at 9 : 10 P .M. and reconvened at 9 : 20 P .M. <br />
