J int fleeting - School Committee, Board of Selectmen, Finance Committee <br /> January 29, 1997 - Page <br /> The next topic for discussion was the air quality issue at the Coombs School. <br /> Dr. I el loura requested that an article be on the Special Town Meeting warrant <br /> to raise and appropriate or transfer fror available funds $140,000 to fund air <br /> quality improvements at the Kenneth C. Coombs School.' This article is <br /> needed to fund engineering and modifications to the air exchange system as <br /> many classrooms currently do not meet air quality standards. <br /> Mr. Whritenour explained the air duality improvements are a high priority <br /> funding item of the Capital Improvement Programs Committee.mittee. This <br /> Committee will be making recommendations to the Selectmen and Finance <br /> Committee for their approval. <br /> Because the air duality issue 'is addressed as part of the Capital Improvement <br /> Programs, ars article is not necessary for the 'Town Meeting warrant. <br /> The third topic of tonight's discussion focused on challenges facing the School <br /> Department regarding special education. ]fir. DeMoura explained that these <br /> programs are mandated and the numbers are derived from FY96 (See'Exhibit <br /> A). He said these numbers are not to be interpreted as reducing services and <br /> that "the state, who mandates these programs, should stand up to the plate <br /> and share the expenses." He said currently there are 240 students in the <br /> school system receiving special education services. <br /> Mrs. Caf fyn noted that this is the time the School Committee should make a <br /> stronger statement regarding special education. She said now is the .time t <br /> give a presentation to Spea cr of the House Thomas Finneran and Serrate <br /> President 'Thomas Birmingham on special education issues because these <br /> people are not believing the inequities. Mrs. Caf fyn continued stating that the <br /> S hoof Committee has to work and male a concerted effort to the legislators <br /> regarding funding. She suggested the School Committee and Dr. DeMo ra t <br /> contact local representatives. <br />
