x <br /> Mashpee Wampanoag Village-The Chair indicated that construction had begun on the <br /> infrastructure for the Wampanoag development. Mr. Abbott noted that DHCD had been <br /> involved in the project and inquired whether the units would now be counted toward Mashpee's <br /> affordable housing count. There was discussion regarding whether or not the housing would be <br /> restricted to tribal members. <br /> Mashpee Commons Chapter 40B Project-It was noted that Mashpee Commons was <br /> hosting planning events to develop their new master plan. Mr. Abbott planned to attend <br /> tomorrow night's session. Mr. Abbott stated that Planning Board Chair,Mary Waygan, <br /> suggested the possibility of setting aside Mashpee Commons land to develop affordable housing. <br /> The Chair confirmed that affordable housing had not yet been ruled out at Mashpee Commons. <br /> Chairman Isbitz noted that he attended sessions regarding affordable housing on Saturday and <br /> design and density on Sunday. It was expected that the master plan would be presented <br /> tomorrow. Mr. Abbott referenced form based zoning and Mashpee Commons' interest in <br /> seeking new zoning bylaws in Mashpee. Chairman Isbitz stated that the Cape Cod Commission <br /> was suppor ingMashpoe Commons' pursuit of form based zoning. Interest had also been <br /> expressed by Mashpee Commons for increased density of construction that would allow for <br /> lower priced units, malting them affordable without a subsidy. It was believed that they could be <br /> looking to avoid government involvement by avoiding the need for subsidies. The Chair <br /> announced that Chairman Waygan had suggested a joint meeting between the Planning Board <br /> and Affordable Housing Committee, also supported by new Town Planner,Evan Lehrer. There. <br /> was consensus from the Committee to do so. <br /> Main Street Village,37 Center Street-The property had been sold and it was expected <br /> that the Warrant Article would be withdrawn. There was discussion that the new owner may rent <br /> the home to a family at an affordable rate. <br /> Main Street Village, Phase H Proposal-It was suggested that the proposal had been <br /> submitted to the Zoning Board of Appeals. <br /> 243 Cotuit Road Proposal-There was no confirmed update. Mr. Pena had previously <br /> stated that he would send the Chair his Pro Forma. <br /> Habitat for Humanity-Mr. Abbott confirmed that $167,000 had been approved for <br /> Habitat for Humanity at Town Meeting. Mr. Abbott noted that a citizen inquired whether <br /> preference would be given to Mashpee residents for the three homes. Since the meeting,Mary <br /> Waygan confirmed that two of the three homes would have a preference for Mashpee residents. <br /> It was further added that Mashpee residents should be made aware of the preference. Mr, <br /> Johnson questioned whether it was legally allowable. Chairman Isbitz stated that DHCD <br /> allowed for up to 70034o local preference provided it was not HUD funding. <br /> NEW BUSINESS <br /> OTHER BUSINESS <br /> 3 <br />
