3 <br /> Affordable Housing Trust <br /> Minutes <br /> August 14, 2017 <br /> Conceptual designs will determine the amount of unit numbers from a wastewater loading <br /> perspective. Based on preliminary studies the parcels could include approximately 63 bedroom <br /> units of family style housing contained within a large apartment style complex. This may be the <br /> most efficient use of the property based on the limited amount of lands and wetlands traversing <br /> through the parcels. <br /> The scope and goal of the project would develop up to three concepts which would include basic <br /> building designs, residential units,parking layout, the access road and wastewater advancements <br /> including stormwater management. For every 1 acre of disturbance, 1.5 acres is required to be <br /> set aside for mitigation. A brief discussion followed regarding the use of other parcels located in <br /> the Town of Mashpee for possible mitigation. Contingency funding would consider off-site <br /> mitigation, although his initiative may delay the project development. <br /> The most efficient use of the property would most likely consider one building in apartment style <br /> units or a cottage village type housing unit clustered around open space with parking. Unit count <br /> will dictate the building count, and wastewater will dictate the number of units as well as the <br /> land use. <br /> From a design point, Parcel C may be most suitable for mitigation purposes and open space. It <br /> may be possible to develop a trail in this area. <br /> Mr. Kuchar indicated that an easement might be required to cross the right of way to the A & B <br /> parcels. It was noted the Southeape Resort, Holland Mills development and Great Hay estates lie <br /> within the subject area. There is a shared road at the site with Southport complex and the <br /> referenced subdivisions. It was noted that contiguous land near Holland Mills could possibly be <br /> used for development purposes. <br /> Regarding site accessibility, it was suggested the road extend well into the site. It is expected the <br /> developer would run a new water line or negotiate the Southeape. Preliminary estimates <br /> provided by the Water District reveal a cost of$85,000 to $100,000 to run the waterline. There <br /> is also an existing well on the Southcape property. <br /> In closing, Mr. Kuchar indicated it is the objective of Horsley and Witten to have final plans and <br /> a report to the AHT in early November. Documentation should be prepared by February for the <br /> Selectmen's review in preparation for the May Town Meeting warrant. Work is anticipated to <br /> steadily commence. Assistant Town Manager Wayne E. Taylor will work directly with this firm <br /> on behalf of the Town, and streamline the meetings associated to this project. <br /> Affordable Housing Committee member Bud Abbott indicated he is pleased the project is <br /> moving forward. <br />
