MINUTES March 2, 2000 2 BOARD D F HEALTH <br /> Mr. Cram motioned to grant the variances as outlined in a cover letter from J.E. <br /> Landers-Cantley, P.W. dated March 2, 2000 with the stipulation that revised plans are <br /> submitted to show an additional 4'from the leaching to the edge of wetlands i order <br /> to achieve ' 'from wetlands. Once these plants are submitted, Mr. Cram motioned for <br /> Mr. McQuaid to review and approve them. Mr. Doherty seconded the motions. <br /> Motions passed. <br /> . Proijosal from Greet Seal Environmental re: Eng�neering services <br /> Board acknowledged and wilf review further. <br /> Variance request: 202 Daniel's Island load <br /> Applicant is requesting a variance of 'frorn the proposed soil absorption <br /> system and the reserve area to the street property lire. <br /> Mr. Doherty motioned to grant the variance as' outlined in a cover letter from <br /> Cape Islands Engineering dated February 29, 2000. Mr. Cram seconded the <br /> motion. Motion passed. <br /> APPOINTMENT: Mr. B h Phu re: 25 Nobska road <br /> Mr. Phu was in attendance for-this scheduled appointment. <br /> Mr. Phu supplied the Board with ars outline of circumstances surrounding the <br /> purchase of a piece of lard and subsequent attempts to build the house through a <br /> apparently difficult contractor. The septic permit that had been issued in January of <br /> 1997 has expired. Mr. Phu is requesting a 30-day extension on the septic permit to <br /> e re-issued to a new installer) due to hardship. Mr. Phu indicated that he is now <br /> ready to proceed with the septic installation and can have the'installer begin within <br /> the next week. <br /> Mr. Cram motioned to grant a 30-day hardship extension to the septic permit for 2 <br /> l of s a load. Mr. Doherty seconded the motion. Motion passed. <br /> 7. Emergengy Failure Certification.- 839 Cotult load <br /> Ms. warden noted that sewage was overflowing onto the ground surface. The <br /> installation of two 500-gallon drywells is necessary. <br /> Board members forwarded their signatures to the Emergency Failure <br /> Certification Form. <br /> . Previous variance a royal for reconsideration 156 waterw <br /> Mr. McQuaid stated, "It was brought to my attention recently that back in <br /> March of 1998 the system vias approved by the Board of Health for a 4 bedroom <br /> house on a lot with 18,975 square feet that is in the Zone II area. It was not <br /> brought to anyone's attention in that this was in conflict with 'Title V. No <br /> pen it has been issued;gust approved. The Board has a choice to either accept <br /> this as something that fell through the cracks or allow a 3-bedroom house on <br /> this lot since it was submitted before the end oflast year. If it were submitted <br /> now, it would only be allowed two bedrooms. My recommendation would be to <br />
