j <br /> TN of MASHPEE <br /> TRANSFER STATION SUB-COMMITTEE <br /> Februay 22, 2001 <br /> Meeting was called to order at 7:12 p.m. - <br /> Members present: Steven R. Ball, John T. Doherty, L. Glenn Santos, David L. Leveille <br /> and Wayne R. Taylor <br /> THE 'TAPE IS NOT PART OF THE HIT 'T'ING; IT Is FOR THE PURPOSE OF <br /> TRANSCRIPTION ONLY. <br /> Mr. Leveille stated that the main purpose of the committee is to work out a list of <br /> responsibilities that.the Board of Health currently has and that the Department of <br /> Public Works will be taking over. <br /> Mr. Doherty indicated his disappointment in the current engineering firm of Weston � <br /> Sampson. He stated that they used to do a good job and that they are no longer <br /> performing at the same level that they previously had. <br /> Mr. Leveille stated that his idea would be to have one engineer with two sets of <br /> specifications. One would be for the operation of the transfer station and one would <br /> be for the capped landfill services. The landfill would remain a Board of Health issue <br /> and the transfer station operation would be under the direction of the Department of <br /> Public Works. All members agreed that the Board of Health would retain total <br /> responsibility of the landfill area. The two areas landfill and transfer station) would <br /> be-billed and operated separately. <br /> Discussion turned to the lawn cutting issue. Mr. Leveille questioned why the <br /> Department of Public Works couldn't cut the grass of the capped landfill area, Mr. <br /> Santos indicated that the cutting needs to be clone trice a year in order- to keep any <br /> tree seedlings from puncturing the liner. Mr. Doherty stated that a Mand trimmer <br /> must be used for trimming around the gas vents so that they don't get broken. <br /> Members agreed to ask Department of Public Works Director- Greg 'Taylor to look into <br /> the possibility of his crew cutting the grass of the landfill area twice per year and if <br /> they could purchase an attachment to do the trimming around the vents. Members <br /> agreed to send a memo to Mr. Taylor asking if his staff could handle this responsibility <br /> and a memo to the Board of Selectmen investigating clarification of therass cutting <br /> Issue. <br /> Mr. Reveille next brought up the topic of a July 1, 2001 transition timeframe. <br /> Discussion took place to agree upon the main issues involved in the transition from <br /> the Board of Health to the Department of Public Works. After these issues have been <br /> identified, thea committee members can begin breaking thein down to particular <br /> tasks. Members agreed that the entire transfer- station operation would be taken over <br /> by the DPW, not just individual aspects of the operation, Mr. Leveille stated that the <br /> affected budgets have already been altered to reflect this change. <br />
