NUNUTES June 20, 1996 2 BOARD of HEALTH <br /> Mr. McQuaid relayed, "The Board approved plans pending an order of conditions <br /> from the Conservation Commission." "No State variances were necessitated." "The <br /> owner is proposing the installation of a bio-clere system with a u.v. fight,"' "There were <br /> no objections to the proposal until the application came before the Conservation <br /> Commission." "The Conservation Commission was vg to approve the plans pending <br /> our approval." "Mr. Lupo is requesting the Board reconsider granting the variance relief."' <br /> Mr. Bah motioned to reopen the matter regarding variance relief for 14 Ism Lane, <br /> Mr. Doherty seconded, all agreed. <br /> Mr. Lupo stated, I am present this evening to request the Board reconsider its <br /> vote of Jure 13, 1996." "1 think this decision was made without the Board's knowledge of <br /> some very serious extenuating circumstances.' "I have a letter from the engineering firm <br /> of Hohnes and McGrath which states the lot is unbudable."' "The most recent plan <br /> indicates that abutting wells are 101' from the proposed leaching facility." "In my <br /> opinion, and other abutter's opinion we feel the plan which locates our we11s i <br /> inaccurate." `The Hohnes and McGrath report states there is not enough room for the <br /> installation of-a leaching facility." "At the Conservation Commission meeting they <br /> tentatively granted a wetlands variance.15 "1 feel it was approved because they are <br /> proposing a denitrification system with a u.v. light." 'The efficiency of the u.v. light is <br /> based on intensity, time exposure and penetration." "It states in the literature it is good <br /> for 8000 hours." '"That calculates out to 333 days." "It also states the efficiency is <br /> reduced to %, which is about halfway through the life span of these bulbs. `How is <br /> the Board going to be sure these bulbs are ever going to be changed.' <br /> Mr. Bexley stated, "I feel the 100' is way to tight and I am also concerned about <br /> the distance to the Mashpee River.' <br /> Ms. Bexley stated, "our well is not in-the location delineated on the plans." "I am <br /> concerned as I do have a sick child who has a low immune system." <br /> Mr. McQuaid stated, "I believe Holmes and McGrath was not aware of our <br /> regulation that allows credit o " to the wetlands.,' "The applicant is proposing <br /> denitrifying system and some type of u.v. disinfection." `with that regulation in mind <br /> Cape & Islands was able to put the system further away from the abutting wells thereby, <br /> creating at least a 100' separation."" `'we never received any comments from Holmes <br /> McGrath." ��I believe when the Board granted the variances they considered the fact that <br /> oundrater flow would be towards the river and there are no active wells ugradient of <br /> the proposed septic system."' <br />
