NffNLTTES August l, 1996 2 BOARD OF HEALTH
Mr. McQuaid responded, "moo."
Ms. Wilson stated, "eve do have for you a copy of a plan that was prepared by
SITEC out of New Bedford that shows the location ofthe area U ." "The well on Mr.
upo's lot I think, from existing records, will show you approximately this location
(shown to the Board) on the plan prepared for the Marcoux's and SITEC has actually
located the Drell."' 'qhey have not been able to locate the Bexley well but what they have
been able to do is confirm that is does."t exist in the area where it was thought to be."
"Other than that they haven't been able to actually locate it on the Bexley lot." "The well
on lot 6 is I believe in the location shown on the Marcoux plan.'?
Mr. McQuaid stated, "I visited the site today with David Sax cki." 6410, our
Assistant Health Agent, did the pert test and I will say that one of the comments was that
the pert test wasn't clone in the exact vicinity ofthe leaching system or the reserve."
"This is a very densely vegetated area." "There are a large number of large pine trees
whose tops were blown off due to Hurricane Bob." "'It would have been dangerous to go
in further then they did for the pere test." "In my opinion, with ten gears experience as the
Health Agent on this Board of Health I believe the pere test deet observation hole was
sufficiently close enough to the proposed septic system leaching location to be adequate."
"Going further than that would have not only meant potential physical ham to both the
agent and the engineer but also, more harm to the vegetated wetlands in the entire area.
",eve have, as a policy, refused to accept pert test deep observation holes where they were
performed in one corner of the lot where in fact the leaching field was in an opposite
corner of the lot."' "In this instance, the pert test deep observation hole were close
enough to the proposed septic leaching facility to nay satisfaction."
Mr. Ball questioned, `When you look over here did the level ofthe land stay the
same or did it clip down at ah7
W. McQuaid responded, "It stayed the same up until the top of the coastal bank."
"There is a coastal bank thea there is the wetlan4s delineation.'" "`The proposed leaching
facility i 2' from the top of the coastal bank."' "`Bob Sherman, our Conservation Agent,
has agreed to that delineation of 427." "'It's " to the edge of'the vegetated wetlands."'
Mr. Cram stated, "Now wheny ou saying this pert test, as far as, where you
conducted it in relation to where the proposed leaching field 's going to be you said it was
in a close pro imi y."
Mr. McQuaid responded, "That's correct."
i
