MrNUTES October 3, 1996 3 BOARD OF HEALTH
Mr. McQuaid informed Mr. Crimmons, "D.E.P.. is requesting the name of the
homeowners in the subdivision and a subdivision plan.1' "I will plot on the plan the wells
and their depths based on the well water completion logs." "I met with the homeowners
association in July of this year and at that time offered to sample any private wells at no
charge."" '`M.. Cannon was supposed to provide me with a list of those homeowners who
wanted them water tested.,,,,, '-`That didn't happen,„” "On the day I had three interns from
the Mass. Maritime Academy helping me to do the sampling on Cranberry Ridge and
Sampson Bill Roads I went to your neighborhood and asked residents if they would like
their water sampled for v.ox.'s." I believe six or eight residents took me up on it and all
the wells came up clean." "Since then, as late as this week, I was in touch withD.E.P. to
find out what their latest findings are as far as the Augat monitoring wells." "At the latest
Augat update that the Board had, we were informed that the well fence along
Quinaquisset Avenue did show traces of contamination." "That was narrowed down and
they drilled in about a dozen wells. of which I believe six the middle showed
contamination." `They're farther delineating the plume." "I .E. .'s feeling, which i not
in writing but over the phone as of this week, is that the plume is upswelling towards
Quaker stun and will discharge into Quaker Run and eventually discharge into the bay."
"It will not affect your neighborhood." "I am not comfortable with that until I see it in
iting.77 "On the other hand, I think it is premature to establish any kind of samphng
routine of the private wells in the your neighborhood Mess you, as the association
president, can put together a petition for periodic sampling of your wells for v.o.c.'s."
"Address that to the Board of Health and we will then present that to the Finance
Committee for a transfer of ids."
Mr. Doherty stated, "we are going to be asking Augat and I .E.P. to install
monitoring wells right around Quaker Run itself:"
Mr. Crimmons stated, "The association will be meeting around the last week in
October to vote on petitioning the water District for water hookup."'
Nir. McQuaid stated, "The U.S.fir.S. has modeling playas that they have established
with military base plumes." "Thur can actually pull particles out of the toe of the plume
and they can age define those particles and trace it back based on the flow per day of
groundwater and trace it back to some source area." "I don't know if D.E.P. is going to
require this of Augat." "'l know that D.E.P. has recently approved a thermal treatment
plant for the onsite remediation of contamm* ated soils." "The groundwater thing is shill
ongoing." I believe if D.E.I P. stands by what they told me verbally today, if it flowing m
Quaker Run at the levels that are showing up in the monitoring wells and discharges into
the ba I doubt strongly that I .B.P. is going to do any mitigation on the groundwater
y g
