i
BACKGROUND
REASON FOR CONSULT ATION
The Town ofllashe Health Department(MHD)requested that the Massachusetts
Department f Public Health NMconduct health.consultation regarding the
potential public health threats posed by groundwater contamination in the vicinity of
Sarin son's Bill Road and Simons Road in Mashpee, Massachusetts. This consultation
was prompted by concerns about exposure to trichloroethene TC that was found
during May and June of1996 In two private residential wells at concentrations of 520
and
.9 parts per billion respectively. In addition, tetr hloro thcne (PCE) was detected
at a concentration of 4.0 PPb in one of these wells and at a concentration of o.5 ppb in
third private residential well approximately 0.5 miles south of these wells. The
Massachusetts drinking water standard i.e., maximum contaminant level or MMOL for
both WE and PCE is 5 ppb. Citizen concems voiced to the MHD regarded the need to
f u-ther characterize opportunities for exposures from these and other private wells in the
area. Concern was also expressed regarding adverse health effects, particularly adverse
reproductive outcomesg., anecdotal reports of the occurrence of ascarnages in the
area developmental toxicity, and neurotoxicity. The MDPH completed this health
consultation aspart of them-cooperative grr ernent with the Agency for To,,uc Substances
and Disease
Re is (ATSDR). The results presented in this consultation reflect data
Registry
received by the NMPH as of September 9, 1996.
B. CURRENT STATUS
At present, residents in the affected area are not being exposed'to cherrricals in the
groundwater grater at levels of concern through household use of water because bottled water
and water filtration systems have been supplied to these homes (NiHD 1996). Shortly
after the VOCs were detected in their wells in May 1996, the residents of AP 62 Lots 241
and Lot 72 were advised to use bottled water for cooking and drinking. Carbon filtration
wits were fitted to the wells on AP 62 Lot 241 and Lot 72 on May , and.line 6, 19967
respectively IID 1996, Augat 1996, AEI 199c . The unfits were installed such that all
the water entering hese houses e.g., for drinking or for bathing) and all water for
outdoor usesg g., irrigation or filling pools) passes through the filters (Au.at 1996).
These units have been checked weekly for efficiency at removing VOCs b collecting
and analyzing samples from the effluent of the filter. All VOCs were belo t detection. in
the samples collected after filtration AEI 1996c, Augat 1996). These weekly checks will
continue until municipal water is supplied to the houses.
Moreover, the MHD, with support from the M , requested and received funding to
install water filtration units, to supply l bottled grater, and to test the well water reekly at
up to 40residences south of the facility with private wells until they were supplied
municipal
water in the fall of 1996. The Barnstable County Department of Health and the
Environment performed the laboratory analyses of the residential well water samples
collected by the MHD. Between June l and July 1, 1996, carbon filtration units were
'd
installed on the wells of all the homeowners on Sampson"s Mill Road, Cranberry Ridge
Road and Cape give Haat requested the service 1 wells in total including the filters on
I
