V 1 <br /> Vice-Chairman felt that it would be in the best interest of the <br /> Town to have such a person providing that we can find such a <br /> • man and that we can fund the position. <br /> Vice-Chairman asked the Executive Secretary for his input on this. <br /> Mr. Murphy stated that a number of communities are going in this <br /> direction. <br /> Selectman Thomas stated that she had learned today that this would <br /> be most helpful to the Board of Health as they are being mandated <br /> for certification. <br /> Vice-Chairman requested that the job description of Superintendent <br /> of Streets be amended to include the position of a Town Engineer. <br /> 9 . Vice-Chairman asked the Executive Secretary for his opinion in <br /> regards to a reporting form received from. NCAD. It requires <br /> putting in the number of whites , blacks, etc. , which has been <br /> given to the Personnel Board for them to complete. At the present <br /> moment, I think this is where it .belongs . <br /> Mr. Murphy stated that he felt it most appropriately belongs to <br /> the Personnel Board. . <br /> 10. In regards to- the request from Acting Chief of Police to appoint <br /> Eugene Higgins as a Special Police Office , Vice-Chairman stated <br /> that the appointment will be held in obeyance until Mr. Higgins <br /> • as a physical by the Town Physician, Dr. Lewis . He requested <br /> that Chief Frye make arrangements with the Personnel Board for <br /> a physical . <br /> Vice-Chairman- asked .Chief Frye if he was being hired as a dispatcher.- <br /> Chief -Frye <br /> ispatcher ChiefFryeresponded that he would use him as a part-time dispatcher <br /> to fill -in when the regular dispatcher is off. He currently has to <br /> use his-regular officers . - Vice-Chairman asked if he would be using <br /> him on the road. Chief Frye replied noc He has no full-time <br /> dispatcher- on the 11-7 shift. <br /> Vice-Chairman- asked if this would have..-any -impact on the Wage.. <br /> Account. He has noticed on -some--of the Warrants- that have come <br /> through that the weekly wage cost -is rather alarming. <br /> Chief Frye explained that he has had three men on vacation all <br /> from different shifts and now that the contract has been signed, <br /> he has to .follow it. Regular officers -have the first choice of <br /> vacancies at time and a half and that' s what they have been doing. <br /> A Special Police Officer can not fill the vacancy if a Regular wants <br /> it. Chief Frye stated that he can not use the men that are in <br /> the Academy until the first week in December. <br /> Vice-Chairman stated that, he felt that before long there was not <br /> going to be any funds available for this type of expenditure. <br /> Something will have to be done to resolve this . <br /> 11. Time was alloted. to the Press . Press had no questions at this <br /> time. . <br /> 12 . Mr. Harry Edmed asked if something could be done about getting <br /> -2- <br />
