Administrative Meeting
9/22/81
I
Page 3.
• Mr. Garland said Mr. Culp states there is a Mass . General Law that
allows towns to pay .interest i.n this kind of situation . Perhaps we
should put .an article Ln Town Meeting to accept it.
Treasurer' s Salary_
Mr. Murphy reported that the Town Accountant has raised a question
about the Treasurer' s Salary. He has asked Town Counsel for a ruling
on the question . Town Meeting voted to increase the amount in the
Warrant which was recommended by the Finance Committee . Town Meeting
voted the larger amount . Is this legal ?
Natural Resource Officer
Sel . Thomas mentioned a Memo she had seen which questioned the
propriety of Dot Studley dispatching the Natural Resource Officer on
missions in her capacity of an employee of the Police Dept. , even
though she is a member of the Conservation Commission . Mr. Murphy
will get more information on this issue .
Mr. Murphy reported that the Animal Officer' s vehicle is in the shop
for repairs. He has been told to use his own car, and respond only
to emergencies . We are awaiting the receipt of estimates on the cost
• of the necessary repairs, which appear to be major.
A discussion followed as to whether the Animal Officer should fall
under the Police Dept. Sel . Thomas wonders if he should be assisting
the Conservation Commission .
Shellfish Program
Sel . Thomas asked what is happening with the Shellfish Program? Is
seeding being done? Are we preparing for this? She also asked how
many boats are assigned to the shellfish activity : one or two? Would
it be possible for the Police Department to use the boats part of the
time? Mr. Murphy pointed out , and all agreed , that the Shellfish
Wardens need them on the week-ends. The problem is the intensity of
useage. Sel . Thomas wondered if perhaps a retired person could. be
used to check during the week?
Question was raised whether Senior Citizens should be asked to pay
something for Shellfish Permits? If not the same amount as others,
they should be asked to pay something . It is widely known that many
of the senior citizens allow younger member& of their famklies to use
their permits; many never intend to use them themselves .
Boats for Police Department_
• All present agreed that the Police Dept . should have a boat and traile
Chm. Garland reported that the boats taken in the drug raid are going
up for auction in October or November.
