Garland
presented information on the ALRIS Service (Automated Labor Relations
Service) which is operated by the Mass. Municipal Association, and
questioned whether it might be helpful to this Board in future negotia-
tions. Sel. Thomas stated that she had mentioned to members of the
Barnstable County Selectmen' s Association that it might be helpful for
them to gather this kind of information, and make it available to other
towns on the Cape, but the idea had not been pursued. She now spedulated
it might be more effective for this Board to bring a request before the
Association, in the form of a letter. The Executive Secretary was asked
to prepare such a letter for members of the Board to sign.
Maintenance Crew
Sel. Thomas feels the Town has become diverted from the original concept
that led to creation of a Maintenance Crew. It is becoming a fact that
the maintenance people are becoming custodians - one to each building. If
this continues , there should be an appropriate budget change. She wonders
if it is necessary to have this situation continue? It seems one person
should be able to take care of both the Town Hall , Library and possibly
the Sr. Citizen Center. Chm. Garland pointed out that Mr. Hall serves as
both custodian and mechanic. All present agreed these facts should be
kept in mind when the new budgets are prepared.
• Street Numbering
Sel. Thomas reported that she had talked to "Stoney" in Barnstable, and
he suggested that perhaps Mashpee should hire someone to do the job, and
do it right. He estimated that it could be done in 3 months. Sel. Thomas
feels an Article should be placed in the Warrant of the Annual Town Meet-
ing, an account set up, and get the project moving. Mr. Murphy wondered
if the Town could afford it next year? Sel. Thomas said that would depend
on the priorities we establish - and there will have to be tough priori-
tizing next year.
Street Lighting
The Selectmen feel a survey should be made, and turned over to the Police
Department to evaluate for areas of crime intensity. They should set
criterias for the various areas, business , etc. Chm. Garland questioned
the Executive Secretary about the records the town has in its possession
at this time, and suggested we start with those; turn them over to the
Police Dept. , and ask them to report back in a certain period, perhaps 30
days, as to which lights they feel are essential , and which could be dis-
pensed with. They should be set up in the order of priority.
Notes taken by Grace Erdman
