NOTES ON ADMINISTRATIVE MEETING
• BOARD OF SELECTMEN
November 10 , 1981
2 ) Since it was 10 : 00 and the Building Inspector had not arrived , but
the Fire Chief was present, the Selectmen decided to take up the
discussion of Firefighter Long' s letter which had been sent to the
Fire Chief. (see attached) Chief Gould stated that he cannot find any
record of a past practice of paying a firefighter for time he had
spent in class on his own time. Chief Grould agrees that he should
be paid for time spent in class while he is assigned to duty, and the
shift should be covered at the Town' s expense. Sel . Thomas asked if
is required that he become a Paramedic. Answer: No. Chief Gould said
it is an advantage to the Town to have more Paramedics , but it is not
a condition of his employment. Chief Gould continued to say that there
are some men in his department- who are willing to do favors and help out
with extra-curricular activities on a volunteer basis , while other want
to be paid for everything they do. Chm. Garland pointed out that the
man is paid a stipend upon completion of the course ($1500 per year) , and
that the Town is actually paying part of his tuition, in that part of the
Town' s assessment goes to defray the costs of the course.
The Boardassured the Chief they would uphold his decision not to reim-
burse the employee for time spent attending class while he is off-duty.
• Tom' s Place : Chief Gould brought up the subject of his inspection of the
for-named premises on the previous day. He stated he would not want to
approve the building without John Newton, Wiring Inspector, taking a look
at the electrical work first. The Chief is worried about the wiring.
Also, it was pointed out that Peter Jacobson has not made an inspection
of the premises yet. Sel. Thomas asked if the Gas Company would not have
to make an inspection before turning the gas back on? It is assumed so.
The Executive Secretary said he has spoken to Mr. Lashley, who has pro-
mised him that he will not open until he gets approval from all inspectors .
1) Harold Collins , Building Inspector, was present to request that the Sel-
ectmen consider increasing the fees for his services , as other Towns are
now doing. He presented examples from Sandwich and Falmouth; Mr. Collins
prefers the Falmouth schedule. The Executive Secretary said he would just
suggest the Board think about this , and vote on the increases at a regu-
lar meeting, possibly November 18 , 1981. Then it could be published on
Friday, the 20th, to take effect that day.
Sel . Thomas asked ab out the Dock Permits (Item 4 ) , saying .that subject.
keeps coming up. The Building Inspector feels the charge for inspecting
docks and ramps should be $20 . 00 . The Eecutive Secretary said the Board
will also have to address the subject of windmills , if Town Meeting takes
action on those. Chm. Garland asked if the Building Inspector wanted to
spell out solar panels as a seperate item. The Building Inspector feels
they should be added to Item 8 . Sel. Thomas asked about ski-jumps , since
once was built here last year? No action taken on that. Sel. Thomas
• asked about places that have to be inspected every year. Mr. Collins said
those are places of public assembly. Chm. Garland asked if the Selectmen
have the authority to direct the Building Inspector to make an inspection.
Mr . Collins replied, "you sure have! " Sel. Thomas stated that since Mr.
Collins now has his own girl , perhaps he should initiate the action when
inspections are- due - he should keep track of who has been inspected , and
who hasn't.
