BUCKLER
GLORIA N. RUDMAN
JOHN C. KLIMM
December 31, 1981
Chairperson, Board of Selectmen
Enclosed please find a copy of a letter sent by the Barnstable Board of
Selectmen to Mr. Ralph Schmarsow, Director of New Bedford CETA on December 4,
1981. The purpose of our letter was to request necessary information so that
we can continually monitor and evaluate the delivery of CETA services to Cape
and Islands' residents.
There has been no information received to date and thus we obviously can-
not assess the performance of the New Bedford Consortium sponsor for the first
quarter of this fiscal year. We are in receipt of a copy of a letter from
Mr.. Schmarsow dated 'December 16th (enclosed) which requests that all Cape and
Islands' Towns support the efforts of New Bedford in a formal merger with the
Cape and Islands for Fiscal Year 1983 which would have to be granted by the
J.S. Department of Labor.
Due to the fact that we, as a town, are still enthusiastically pursuing
the sponsorship for FY '83 and also that no information has been received to
intelligently evaluate New Bedford's performance, we respectfully request that
you not sign any agreement with New Bedford at this time.
We also request, at your earliest convenience, that you notify Mr. Wayne
Smith, Federal Representative, U.S. Department of Labor, Employment and Train-
ing Administration, Room 1800, John F. Kennedy Federal Building, Boston 02203
with your decision. In addition, we request that you relay to us any exper-
iences with the CETA program that you or your residents have had since October
that would assist the entire Cape and Islands' Community in evaluating New
Bedford's performance. We will begin negotiations with the State at the end
of January to pursue Barnstable sponsorship.
We believe that CETA can and should be a program to effectively meet the
needs of our economically disadvantaged, unemployed population and hope that
we can work together towards that goal.
If we can be of further assistance, please feel free to contact us.
. - Very truly yours, &
Ix-
/Board of_Selectmen
