BOARD OF SELECTMEN MEETING <br /> November 2 ', 1982' . <br /> 2 :00 p.m. Convene Meeting. <br /> PRESENT: Chairwoman B. Jean Thomas , Selectman Chester A, Garland, Town Counsel <br /> .Joseph J, Reardon, Executive Secretary Joseph F. Murphy. <br /> GUESTS: Attorney Marcel Kistoh, Mr. Charles Buckingham, <br /> Motion by Sel. Garland to approve the minutes of the November 17 , 1982 <br /> Regular meeting. Chm. Thomas. seconded with correction of wording in <br /> number one , under old business to read; as elected officials they have <br /> that decision to make, but this does not allow accessibility for the. <br /> public to their offices . All other elected offices are opened on that <br /> day. Board felt in a case like this -they should be forced to give u <br /> that day 's pay. This is a vote. <br /> HEARING AND APPOINTMENTS <br /> 2 :00 p.m,, - Attorney Marcel Kis tin carne to inform the Board. that he' had obtained <br /> four lets for the Mashpee Conservation, Parcels are on Map 57, Bots <br /> 55 and 26 . Chm. Thomas explained for the press that Mr. Kistin i <br /> getting more conservation land along John's Pond for the- Town. The <br /> The Conservation hopes to widen and conserve the land. . Board thanked <br /> Mr. Ki tin for coming and he said he would keep the Board informed,, <br /> BUSINESS <br /> hm. Thomas asked if there was any old business to take care of. Executive <br /> Secretary said the only thing he had was the memorandum of agreement with <br /> the Board of Health. Chat. Thomas said. the septage lagoons. Executive <br /> Secretary informed Board that Town Counsel was on his way. B a d decided <br /> to wait for him. Sel. Garland excused himself. Chat. Thomas read the <br /> letter seat to Mrs . Tremblett from the Selectmen. She also informed <br /> everyone of the amendment in the appraisals for the Self-Help Grant. She <br /> said the arraisors had not- originally taken the productivity of the bog <br /> in their appraisals . She said we hope to hear from the state on our appli- <br /> cation by the end of December. The Town' s -growth factor was also explained. <br /> NEW BUSINESS: <br /> 1. the letter from the President of the Wam anaog Tribal Council., Joan <br /> Avant Tavares , regarding the signs , and the request for a meeting, the <br /> Board set the date of Wednesday., December 15, .19 82 at 4 :00 .m. , for the <br /> meeting. <br /> 2. On the letter from Attorney Michael Gilman on his hourly rate increase <br /> from' $70 .00 to $80 , 00, The Executive Secretary stated that this would <br /> e a difficult year for negotiations . Board felt that the Town must pay <br /> or dispense with his services . Board also felt that Attorney Gilman is <br /> doing a good job . Motion by Sel. Garland to approve reluctantly the pay <br /> increase for Attorney Michael Gilman. Seconded by Chat. Thomas. This is <br /> a vote. Chm. Thomas said to notify Attorney Gilman and to notify the <br /> Town Accountant. <br /> . Executive Secretary asked permission for the Recreation Director to use <br />
