Garland to accept the minutes of the December 21, 1982 <br /> Administrative -Meeting and December 22, 1982 Regular and Executive Ses- <br /> sions , seconded by Ohm. Thomas . This is a vote. <br /> p.m. - Mr. Larry Duhamel and Mr. Marshal l Riley .came to discuss the <br /> the CETA program which is due to expire in October 1983 . Mr. <br /> Duh&mel said that their Director a's1 ed thea to speak to all <br /> the selectmen on the cape about some of the - things that are <br /> -going on. He explained what had been available under this <br /> program, w He stated- 'that there was 1.. on the job training- , <br /> which OETA paid 5.0% hourly wages , and 2 . ) private and public <br /> upgrading. Ohre. Thomas asked how the Town of Mashpee had <br /> benefited, Mr. Duhamel said that there were 1600 applicants <br /> that qualified on the Cape- and 45 applied for services r from <br /> the Town of Mahpee. sol . Garland asked what had happened <br /> to then. Mr. Duhamel said that .all were in the training <br /> program at Otis or in New Bedford. sel . Garland, as] ed what <br /> the effectiveness of the program was for the Town of Mashpe . <br /> Mr. Duhamel said he did not have that- data, but could find <br /> out. Than he said that after- October 19 the New Bedford/ <br /> Cape - Cod and Islands Consortium, Private Industry Councils <br /> and Planning Councils are forming a new combined Private <br /> Industry Council which will be know as PIC . Theme will- be <br /> -twenty five people. 'from this side, of. the Canal and twenty <br /> five from the other side as- representatives . He said that - . <br /> the new act Job Training Partnership Act) calls for one <br /> Council, and that Council will decide whore the Money is <br /> to be spent. Under the guidelines the Governor will divide <br /> the state into service delivery areas -and preference will be <br /> given to areas with a population with more, than 2 ,O . Ohm. <br /> Thomas asked how many Cape residents are on the Board. Mr. <br /> Duhamel said that there are twenty five as a sub-committee, <br /> He stated that this particular program' gill -go, from july of <br /> 84 t-o July of 86 , and it will be funded year to year. Chm. <br /> Thomas said that basically this is a phase out phase in. <br /> Mr. Duhamel said that this was so, only this time there is <br /> a job developer on the Cape. Sel . Garland asked if it would <br /> be possible to have two operations as he is concerned that <br /> if the operation is based in New Bedford we may not get our- <br /> share. Mr. Duhamel -said that the Cape resident would be ad- <br /> ministring at this end. The Transition' Team has requested <br /> that the Cape Cod and Island staff contact the appropriate <br /> agencies and organizations for nominations ..
