r <br /> MINUTES <br /> BOARD OF SELECT11EN AMIMI S T's?.AT IVE T1211,74j'T I I I <br /> JANUARY 8. 1985 <br /> 4PThe Board of Selectmen ret in an Administrative Meeting at 8 a.m. , <br /> January 8 , 1385 in the Town Hall'. Selectmen Hanson, Terror and Thomas <br /> attended along with Executive Secretary Joseph F, Murphy and during <br /> portions of the meeting DPW Director Virgilio and Monica McNally of <br /> the Falmouth Enterprise. <br /> Mac. Murphy discussed with the Board two issues relative to demolition <br /> of the town hall (USO) . He said that asbestos had been discovered in <br /> the boiler room, but based on the recommendations of the Division <br /> of occupational Hygiene and Department. of Environmental Quality <br /> Engineering, it could be removed by local forces using the protective <br /> gear already in house. The second issue related to the disposal <br /> of the reinforced concrete .vault and boiler room. He explained that <br /> normal demolition efforts would cost approximately $5 , 000, but that <br /> it would cost about -$2 , 500 to blow it up and bury the debris on site.-.. <br /> The less expensive option was approved. <br /> The Board, on .a ;.roll call. .vote of the members, voted to enter <br /> Executive Session to discuss Public Works collective bargaining <br /> agreements with Mr. Virgilio. The Executive Session lasted from <br /> 25 a.m. to 9 : 05 a.m. Following the Executive Session, Mr, Danson <br /> announced that the regular meeting would resume, The Board reviewed <br /> the draft of the Special. Town Meeting warrant. Considerable discus- <br /> sion was conducted on the draft January 7 , 1985 of Section 5. 5 on a <br /> 2 -1 vote, with Mrs. Thomas dissenting, the Board voted to include on <br /> the Warrant the Section 5 . 5 provision that established a January 1, 1985 <br /> cut-off date. Mrs. Thomas felt the January .1, 1985 cyte was too <br /> broad and expansive and it provided more opportunity for the -business <br /> person, not the little person. Mr. Terry felt this was not necessarily <br /> .o and that retroactivity can be severe. He also said that to take <br /> something away from people is a heavy blow. <br /> The Board also voted to include on the warrant the following <br /> $50 , 000 for the Conservation Fund <br /> - two articles for typewriter and furniture for the Town Planner <br /> funds to seek a consultant to loop at the recharge areas <br /> f certain ponds <br /> - additional money for the advertising, secretarial services, <br /> and insurance accounts and to renovate certain offices in <br /> Town Hall to accommodate the Planner. <br /> Mr. Murphy raised the issue associated with the zoning petition for a <br /> change . for a lot of land off Noisy Hole Road and said that he was <br /> seeping an opinion from legal counsel on this natter. Mrs . Thomas <br /> felt the Board of Selectmen should establish a Policy not to go with <br /> helter skelter zoning changes now that the urgency is o-f and the <br /> Town Planner is in place. <br />
