Aitchison , from a decision <br /> of the Barnstable County Retirement Board denying his application <br /> retirement benefits , was heard by <br /> for accidc^tat disability <br /> the Divisi n of Hearing Officers . <br /> The Recommended Decision of the Hearing Officer is <br /> incorporated herein and its Findings of Fact 1 through 5 are <br /> adopted by this Board as its own. - <br /> A condition precedent to the allowance of accidental <br /> disability retirement benefits is the affirm-1tive certification <br /> by a majority of the Medical Panel that appellant is substantially <br /> his duties , that such disability is <br /> unable to perform all of <br /> likely to be permanent, and that there is a medical possibility <br /> between that disability and an accident <br /> of a causal relationship <br /> or hazard undergone while in the performance of his duties. <br /> Here , a majority of the Panel found that there was no <br /> medical possibility of a causal relationship between the disability, <br /> n accident or hazard undergone while in the performance of <br /> and a <br /> the appellant' s duties .
