Minutes <br /> Meeting of October 89 1986 <br /> John Ferguson said that they requested the State for an increase <br /> in the size of the school from 550 students to 650 students and <br /> that may be the reason why he has thrown this in there . This i <br /> an all inclusive scope and there is no percentage in there which <br /> tells them what he is looking for . <br /> The Executive Secretary said that it is not unusual to have in a <br /> municipal contract a provision for change of scope of service . It <br /> i l l involve a lot of negotiations. What may not involve lot of <br /> negotiations is some specific language in the contract allowing <br /> amendments by some mutually acceptable standards. He said he felt <br /> comfortable i n that this oul d taste a short period of time . t <br /> that point , they could begin negotiating an amendment for the <br /> contract dealing wi th scope of services, which will tate longer . <br /> Dr . Nicholson suggested calling another consultant f r an opinion. <br /> el # Hanson said that he would l i e Joe Murphy to follow through <br /> on his idea and if he gets hung up , then get together with Dr. <br /> Nicholson and move in that direction , <br /> member of the committee asked if they are signing a contract for <br /> 550 students' The Executive Secretary said that the town cannot <br /> legally engage the architect to design a building for " " amount <br /> of students. Sel . Hanson said that he would l i ke to say if they <br /> increase the size of the school pending the decision of the State, <br /> this thing could be warted out independently. r . Ferguson said <br /> that they do not have approval from the State yet. <br /> el # Thomas aired haw long -it takes to hear from the State . €fir <br /> Nicholson said that they are in steady communication with the <br /> State. They will not make a commitment to Mashpee until Mashpee <br /> makes a commitment . ghat they consider a commitment is the <br /> appropriation of the construction money not the arch i tectual fee . <br /> e l . Hanson said that he was talking about whether or not they <br /> can design a school for 550 students or 650 students. Set . Thomas <br /> said that she was talking about money. Dr . Nicholson said that he <br /> had an informal approval from the State. He said he talked with <br /> Chapter 700 and they talked him down to 650 because they have a <br /> 1 increase i n enrollment . They pointed out the fact that 600 i <br /> the maximum size in an elementary school . <br /> el # Hanson asked at what point could they formalize that so they <br /> can formalize ometh i ng with Hi a s el . Thomas asaid that it <br /> cores when town meeting puts the money up. Dr . Nicholson said it <br /> has to do with approval o4 educational specifications rather than <br /> with reimbursement , The educational specifications are still <br /> undergoing some modifications in teras of special education <br /> requirements. Sel . Hanson suggested that they try to deep the <br /> additional four rooms out of the package. John Ferguson said that <br /> the amendment section might be the way.
