Review Sample Bylaws & Develop Bylaws for the Committee-There was discussion <br /> regarding whether Committee members felt that a purpose was necessary, noting that many of <br /> the samples included a purpose. The Council on Aging purpose was read. Ms. Waterman noted <br /> that determination should be made whether Town operational practices would be included in a <br /> bylaw or whether it would be based specifically on the Committee. Ms. Waterman suggested <br /> that a key piece of the bylaw should include that the Committee would not be responsible for. <br /> adjudication, but cautioned against too much specificity. Ms. Wilson was in agreement and <br /> referenced the elements she preferred in the Beverly bylaw. The Chair suggested that the <br /> Committee be proactive rather than reactive. Ms. Waterman suggested words such as advisory, <br /> promoting, supporting equal justice. There was agreement not to include meeting times in the <br /> bylaws and there was discussion about identifying what the Committee would do beyond <br /> meeting monthly. The Chair suggested identifying what good was happening in Mashpee, and <br /> communicating it to the community. Ms. Wilson referenced her experience conducting a survey <br /> through the Mashpee Substance Use Task Force. The Chair noted that the Mashpee Boy Scouts <br /> received an award for helping to fix homes on a yearly basis, including outside of the town of <br /> Mashpee. The Chair referenced Ms. Doyle's Facebook page as a resource to help spread <br /> positive information to Mashpee residents. <br /> There was discussion about whether groups such as Boys& Girls Club should be specified and <br /> that it could be redundant with a school representation. Ms. Waterman suggested seeking <br /> representation from the various communities listed based on the Vision statement, rather than <br /> require certain groups. There was consensus to include the Tribe and the ,schools because those <br /> representatives had been identified when the Committee was first formed. It was determined <br /> that, with the exception of the student representative, all other members would be annual <br /> appointments. Regarding the selection of new members, it was noted that members who missed <br /> three consecutive meetings would be removed from the Committee. There was discussion <br /> regarding the process to identify new Committee members, which would be addressed by the <br /> Town Manager's office. Interested candidates would then be forwarded to the Committee and <br /> the appropriate candidate recommended to the Board of Selectmen. Committee leadership will <br /> reorganize starting July 1. The Chair will refer back to the initial meeting with the Town <br /> Manager to reference anything specific noted in the meeting. <br /> Suggested bylaw items: <br /> Purpose. The Committee shall actively seek to enhance equal justice, inclusivity and <br /> human rights for all members of our community. <br /> -Committee serves as a resource to Mashpee and the public. The Committee may <br /> provide education and support on human rights, diversity and inclusivity, with the goal of raising <br /> awareness and sensitivity to matters of human and civil rights. <br /> -The Committee may conduct ongoing campaigns and host free public events each year <br /> to facilitate public education on diversity, discrimination and inclusive community building as <br /> relevant. to Mashpee. <br /> -The Committee shall not operate as an adjudicatory body. <br /> Recommendation for 9 voting members (no alternates), including a Tribal member and <br /> voting student member <br /> Representation from the various communities represented in the Vision Statement <br /> 3 <br />
