Minutes of Personnel Board <br /> Meeting of January 10, 1983 <br /> n age . <br /> Joe replied that to.. the best of hi s knowledge, it.was. <br /> Manuel asked if there was anything else that the Selectmen will be looking for? <br /> Joe Commented that the ,person should have a. strongadministrative background. <br /> Manuel asked how far a candidate should be schooling wise <br /> Joe Commented that had not been specified. <br /> Bob Commented that he heard a rumor that the firefighters threatened mass resignation. <br /> Joe said that he would di pate that statement. <br /> Bob commented that the Personnel Board would like to have the authority to talk to <br /> an employee ree in the future if there is a problem. He said that -someone should have <br /> been on the Chief's back. <br /> Joe said that he was aware that one of the selectmen brought the Chief aside,, He also <br /> s a id that he talked w*th the Chile f zn the ui ser 4 Aw t this point, he mentioned that <br /> the Chief did not sign in while out in the cruiser. <br /> Caroline Commented that she knew how it was for a firefighter working in the town of <br /> Brookline -- saying that he was Out in left field as 'far as.prawdons went as it was an <br /> Irish-Catholic town <br /> Joe replied that the only -supervisory experience the Chief had was when a lieutenant <br /> was off-duty or his immediate chief was on vacation. He Commented that he had talked <br /> with four 'Chiefs -- two of which had heard of him but knew nothing about hire. - He also <br /> mentioned that the Executive Secretary of rookline 'as well as the former "down Clerk <br /> had never heard of him. <br /> Manuel commented that we should try to- a.voxd situations like- this from happening again. <br /> Joe said that 3t is a matter of public policy and a decision of the Selectmen to do <br /> o therwi e. <br /> Manuel suggested drafting a Letter, to -the selectmen conveying the Personnel Boardf.s <br /> feelings. <br /> Bob asked whir the firefighters don't apply for the position. <br /> Joe commented that the town should have lieutenants supervising people on a day-to-day <br /> basis and then there wouldbe people who would-have proven record of supervision.. <br /> Curtis asked who is boss at the station when the Chief is not there? <br /> t <br /> Joe mentioned that there are acting lieutenants which were formerly Shift Commanders <br /> and they would be .in-charge Commenting further that whoever the paramedic was on duty <br /> is the one in charge. <br /> Reference was rade to promoting within departments with mention that it was necessary <br /> to beef up middle level management using the Highway Department as- an example. <br /> . <br /> -Bob asked if the employees would get their training in school or on . the job <br /> Joe replied in both areas. <br />
